Job Advert – Somalia Country Office

Title: Mental Health & Psychosocial Support (MHPSS) Advisor

ROLE PURPOSE

:
ROLE PURPOSE:

The MHPSS Advisor will use their technical expertise, in-depth contextual understanding, and relationship-building skills to define and deliver our strategic vision for high quality, integrated MHPSS programming in Somalia, in line with global standards and latest research. This builds on a growing and increasingly well-documented recognition of the critical MHPSS needs and of the gaps in available national and local services, NGO responses, referral mechanisms and documentation for this constantly growing challenge.
The main purpose of this role is to provide strong technical leadership in Somalia on Mental health & Psychosocial Support. The aim is to enhance the quality of MHPSS work delivered by SCI and its Partners across sectors and themes, bringing measurable and lasting changes in the lives of children.

The role will lead CO-level MHPSS integration in strategy development and will oversee integrated MHPSS technical design and implementation of high-quality programmes that deliver change for children in both emergency and development programming. The role supports national advocacy and influencing, while driving strategic partnerships for new business development. It supports the design and implementation of monitoring and evaluation systems to demonstrate impact, while sharing learning across our programmes, teams and partners. The role will work closely with operations colleagues and with partners in building their capacity and building ownership and agency of local organizations. This role includes a focus on external representation on priority issues around mental health promotion, prevention and access to the care, and the strengthening of an effective and sustainable MHPSS continuum. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to:

Head of Protection, Gender and Inclusion
Staff reporting to this post:

No direct reports but technical support and coordination of in-country relevant staff
Dimension of Role

: Save the Children has been working in Somalia for more than 70 years. The Country Office has over 450 staff across 10 field offices. In 2024 we reached more than 3.2 million people through our humanitarian and longer-term development work in Health, Nutrition, Water, Sanitation & Hygiene (WASH), Education, Child Poverty Reduction, Child Protection and Child Rights Governance. The Country Office has a large and diverse funding portfolio – managing over 80 active awards. In 2024 our portfolio was $109.2M from a range of governmental/institutional donors, including GPE, FCDO, MFA, DANIDA, Danish Embassy, SIDA, SDC, NORAD, EU, ECHO, GAC, GFFO AFDB & WB. However, MHPSS portfolio in Somalia is currently integrated across various sectors, including CP, Education, and FSL. However, this integration is ad-hoc and relies on project-specific resources rather than a cohesive country-level framework. There is no standardized approach, resulting in variable technical quality and weak systems for measuring child-level MHPSS outcomes. This position aims to establish a strong, coordinated, and quality-assured MHPSS system across the country office.
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES:

Essential

Advanced degree in Psychology, Mental Health or a related field
Minimum of 5 years of progressively responsible professional experience in a similar capacity
Excellent knowledge and experience in using key tools and approaches, including the IASC Guidelines on Mental Health and Psychosocial Support in Emergencies
Significant experience working in emergency response, protracted crises or fragile state contexts (experience from the ESA region is a strong advantage)
Ability to write clear and effective assessment and project reports
Excellent communication and influencing skills with experience in advocacy
Politically and culturally sensitive with qualities of patience, tact and diplomacy
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances

BACKGROUND ON IMPACT AND REACH

REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.

IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support on its fields of intervention.

We are currently looking for a Senior Assessment Officer to support our team in SOM.

Department:REACH

Position: Senior Assessment Officer

Somalia remains within a complex and protracted crisis due to active conflict, the presence of non-state armed actors, the persistent presence of communicable diseases and climate-driven onset shocks – including droughts and flooding. Conflict and natural disasters continue to drive displacement and constrain the availability of resources, while the presence of armed groups severely impedes the level of access and support provided by humanitarian actors. The combination of restricted access to resources, drought, and flooding further exacerbates the possibility for outbreaks of communicable diseases like measles, cholera, and acute watery diarrhea (AWD),

Against this backdrop, IMPACT Initiatives has developed a wide range of research cycles to provide an evidence-base for the humanitarian community. This includes support to the Somali Cash Consortium, the Joint Market Monitoring Initiative, Detailed Site Assessments (DSAs), the Durable Solutions Readiness Assessment (DSRA); and leadership of the Multi-Sectoral Needs Assessment (MSNA), Humanitarian Situation Monitoring (HSM), Rapid Needs Assessments (RNA).

BACKGROUND ON IMPACT AND REACH

IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis, GIS and remote sensing. IMPACT was launched at the initiative of ACTED, an international NGO with headquarters based in Paris and presence in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, which allows IMPACT to benefit from ACTED’s operational support in its fields of intervention.

We are currently looking for a Research Manager to lead our Intersectoral unit in Somalia.

Department: REACH

Position: Research Manager Contract duration: 6 months

Starting Date: 26th October 2025

Location: Mogadishu

COUNTRY PROFILE

This includes support to the Somali Cash Consortium, the Joint Market Monitoring Initiative, Detailed Site Assessments (DSAs), the Durable Solutions Readiness Assessment (DSRA); and leadership of the Multi-Sectoral Needs Assessment (MSNA), Humanitarian Situation Monitoring (HSM), Rapid Needs Assessments (RNA), as well as analytical products such as the Acute needs analysis (ANA) and Real time monitoring (RTM).

POSITION PROFILE

The Research Manager will be responsible for overseeing the development and strategy of the Intersectoral Unit under the supervision of the IMPACT Deputy country representative. The candidate should be comfortable representing IMPACT with donors and be able to coordinate and liaise with a range of senior external partners. This position requires a profile that can be both analytical and managerial, as the Research Manager’s job can range from coordinating with external partners (whether data actor, humanitarian cluster, or donor) to analytical oversight of research products to logistics.

RESPONSIBILITIES

The Research Manager’s responsibilities will include:

STAFF MANAGEMENT

Direct management of senior national and international team members, including recruitment and staff career management.

Development and implementation of capacity training plans for team members;

Day-to-day management of team members, including the development of work plans and performance indicators.

PROJECT/RESEARCH CYCLE MANAGEMENT

Ensure all assessments and analysis are planned and implemented in a structured and coherent manner, in line with relevant project and strategic objectives, and with global REACH guidelines;

Oversee all research cycles in his/her unit, including reviewing ToRs, methodology notes, tools, products and dissemination strategies.

Ensure the writing and production of timely, accurate and analytically rigorous reports, assessments, and factsheets;

Ensure relevant stakeholders and partners are engaged in assessment design and planning;

Monitor output achievement, project expenditure and ensure timely completion of the project.

Actively advocate for the improving of analysis within REACH products, and using common methodologies, tools and analysis frameworks across units where relevant

GRANTS MANAGEMENT

Under the guidance of the Country representative and the Project and Partnerships support department, manage grants in the unit, including initial discussions with donors, conceptualisation of new projects, drafting proposals, regular reporting, and M&E;

Under the guidance of the Country Representative, oversee the financial management of all grants covering the unit’s projects, including oversight of budget and expenditure;

Ensure that contractual obligations are met in terms of programs deliverables.

EXTERNAL ENGAGEMENT

In coordination with the Country Representative and Deputy country representative, represent REACH with donors, partners, and the wider development community in Somalia.

STRATEGY DEVELOPMENT AND IMPLEMENTATION

Under the guidance of the Country Representative and Deputy country representative, develop the unit strategy, engagement and involvement with various technical and coordination forums;

Work with key clusters and partner organizations and working groups to understand the various relevant information gaps within Somalia and identify how REACH can fill these gaps;

Contribute to the development and implementation of the REACH Somalia country strategy;

Develop and implement dissemination strategies to strengthen the impact of the programmes under his/her supervision;

Engagement with HQ on matters related to the research cycles under his/her supervision and provide support to relevant IMPACT Global Community of Practices (CoPs).

The Research Manager will maintain the strictest confidentiality on all data collected and related processes. They will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners or collected during his/her assignment with IMPACT.
