<li>Alongside frontline activities our client in Somalia has been implementing the Displacement Tracking Matrix (DTM) program which encompasses mobility tracking, flow monitoring &amp; surveys that aim at supporting evidence based programming. As a co chair of the Information Management &amp; Assessments Working Group (IMAWG) &amp; key member of Internally Displaced Peoples Working Group (IDPWG), the DTM program is enabling humanitarian actors to plan &amp; respond to needs in Somalia &amp; across the region.</li>
<li>Under the direct supervision of the National Project Officer &amp; the overall supervision of the DTM Program Manager, the selected candidate is expected to perform the following duties as mentioned in this TOR.</li>

<p>Role objectives</p>

<li>Support the running of DTM at region level, providing regular updates on context, including security changes is displacement dynamics.</li>
<li>Provide daily support to the Enumerators.</li>
<li>Support the National Project &amp; Operations Officer in recruiting &amp; deploy the Enumerators before, during &amp; after in emergency cases using DTM different type of tools whenever crisis occurs.</li>

<p><strong>For every child, PROTECTION!</strong></p>
<p>Eliminating child poverty and ensuring access to social protection have been recognized as critical priorities of the agenda 2030. An explicit requirement to measure and monitor multidimensional child poverty is included under SDG 1.1.2, and similarly, the need to accelerate progress around public spending for poverty reduction under SDG 1.a.2, and SDG 1.b.1 for which UNICEF has recently become a custodian. The effective scale-up of social protection, with a specific attention to children, is included as part of ensuring access to social protection, a core target of SDG 1 (Elimination of poverty), and SDG 10 (Reduced Inequalities). Moreover, social protection is also an accelerator for multiple other goals. Addressing the multiple and compounding deprivations experienced by children requires an explicit commitment to understand their drivers and to scale-up comprehensive strategies to address them. The full realization of the right of children of access to social protection and adequate standard of living will not only ensure that every child lives free of poverty but also prevent those at risk or vulnerable to poverty due to exclusion and discrimination, or facing environmental and conflict-related risks, from falling into poverty.</p>
<p>Reducing child poverty, enhancing access to gender-transformative, and inclusive social protection, promoting efficiency, transparency and equity of financing, while strengthening capacities at subnational level, including in urban contexts, is critical. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development for every child.</p>
<p><strong>How can you make a difference?</strong></p>
<p>Under the general guidance of the Chief Social Policy and the direct supervision of the Social Policy Manager, the Social Policy Specialist (Social Protection Systems Strengthening) will support with overall project management of the CSSP programme, engaging with MoLSA, FMS, district authorities, and other partners to ensure that the child grant contributes to the broader social protection system development in country. Where applicable, the Social Protection Specialist will also contribute to the design, implementation and monitoring of HCT, ensuring appropriate coordination with Government and other humanitarian actors (through the CWG) as well as informing development of the overall shock responsive SP system.</p>
<p><strong>The Social Policy Specialist</strong> (Social Protection Systems Strengthening) <strong>is responsible for the following summarized functions:</strong></p>

<p>Specifically, the Social Policy Specialist (Social Protection Systems Strengthening) performs: <strong>1. Expansion of social protection coverage and social protection system strengthening &#8211; strategic aspects (evidence/policy/financing)</strong></p>

<li>Promotes the strengthening and expansion of an integrated social protection system by applying evidence and conducting advocacy across the entire strategic and policy range of child-sensitive social protection interventions, including inter alia: political economy analysis; policy advocacy; analysis on financing options for expansion of coverage; system building; systems diagnostics; linkages with sectoral systems (health, education, child protection, nutrition, water and sanitation), and coordination mechanisms.</li>
<li>Supports national dialogue on social protection laws/policies, and/or drafting of social protection strategies, including via coordination with different parts of the government at national and subnational level, with other sectors, with other actors e.g. civil society organizations and with the international organizations (UN, IFIs and beyond).</li>

<p>Responsibilities</p>
<p>Within delegated authority, the Chief of Section, Engineering will apply professional engineering knowledge and expertise in performing the following duties: 1. Administration</p>
<ul>

<li>Works closely with the Chief Service Delivery and/or Chief/Deputy of Mission Support in the development of guidance and procedures for Engineering support.</li>
<li>Prepare the communication management plan, and associated means for the transmittal of engineering-related information, for progress reporting, and special reports for quality, cost or schedule variances, etc.</li>
<li>Liaise with mission officials, and national and international officials to ensure adequate exchange of information for the provision of engineering support.</li>
</ul>
</li>
</ul>
<ul>
<li>Respond to both internal and external audit observations and interface with auditors for enhancing and improving the overall management of Engineering tasks and activities in the mission. 2. Planning</li>
<li>Establish work requirements and priorities, based on the mission’s deployment status and mandate.</li>
<li>Plans, develops and implements the construction of complex and secure construction projects throughout the mission area.</li>
<li>Develop short and long-range plans for the design, procurement of goods/services, construction/commissioning, and operation/maintenance of mission facilities and infrastructure, taking into consideration that missions are typically established in areas with a risk-environment of medium to high threat, and in areas with minimal power, communications, transport and service infrastructure.</li>
<li>Mission facilities typically include modularized camps for troops and civilian staff, logistics bases and airbases with all required utility infrastructure for electrical, mechanical and plumbing systems. Design, construction and maintenance of road infrastructure, for the movement of personnel and goods amongst the mission facilities, are also commonly performed.</li>
<li>Develop annual engineering budgets and associated work schedules, based on engineering resource planning, taking into account all required engineering material needs and selected enabling capacities (e.g. military engineering units, commercial contractors, mission support teams, or mission engineering staffing) for most effective and efficient execution of the engineering work plans. ecyxKky B2HjG2</li>
<li>Monitor actual costs and schedule performance against the approved budget and baseline schedules.</li>
<li>Prepare the mission’s engineering staffing management plan, and acquire, develop and manage all engineering staff members in support of engineering work plans. 3. Implementation</li>
<li>Provide expert technical advice on technical documents and overall policies, procedures and guidelines pertinent to the mission’s engineering activities, taking into account quality management and risk management best practices.</li>
<li>Monitors progress, follows up and reports on key activities such as construction/reconstruction/replacement/maintenance of facilities and infrastructure projects and briefs the DMS and senior mission staff on a regular basis.</li>
<li>Fully support with limited staffing during the mission start-up and liquidation phases, the site selection/assessment process and asset disposal process, respectively.</li>
</ul>

<p>Advanced university degree (Master&#8217;s degree or equivalent) in Architecture, Civil Engineering, Electrical Engineering, Mechanical Engineering, or related fields. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.</p>

<p>Work Experience</p>
<p>A minimum of ten (10) years of progressively responsible experience with facilities and infrastructure, or similar, in the areas of planning, designing and supervising engineering related construction/commissioning projects, and managing routine and non-routine maintenance and repairs is required. Seven years of supervisory experience at the international level in project management and contract management for large design/construction projects and facilities maintenance programs is required. Experience in directly leading field mission&#8217;s engineering asset management activities is desirable. Experience in engineering activities in a conflict and/or post conflict environment is desirable. Experience in the development and management of complex Physical Security Enhancement projects, providing rapid quick solutions is desirable. Experience in managing multi million complex construction and facilities management contracts is desirable. Experience in data analytics or related area is desirable.</p>
<p>Languages</p>
<p>English and French are the working languages of the United Nations Secretariat. Fluency in English, (both oral and written) is required.</p>
<p>Assessment</p>
<p>Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.</p>
