Level/Grade of the Position: LICA 8 (Equivalent to NOA)

1. Background and Justification

*Purpose of the Position

To provide public health input and support to the WHO country office and health partners in the implementation of strategies and policies to improve and ensure health response during and after crisis.

2. Job Description

*Objectives of the Programme and of the immediate Strategic Objective

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries and to coordinate international public health actions, to prevent, prepare for, detect, rapidly respond to, and recover from disease outbreaks and emergencies with health consequences.

*Organizational context

Under the direct supervision of the Programme Manager and the overall guidance of the Head of the Mission and in close collaboration with health and human rights partners, the incumbent will liaise with various local partners, mainly to receive and provide data, to answer queries, or to alert them of any health threats. Furthermore, the incumbent can provide technical feedback on reports and make recommendations on best practice based on previous data gathered.

*Summary of Assigned Duties

  1. Collect and compile data on various target populations, including analysis and interpretation of data.
  2. Manage information systems and timely disseminate WHO updated information (e.g. reports and website) on a regular and prompt basis.
  3. Keep up to date on the latest information on newly emerging epidemic-prone diseases, public health threats and other significant issues.
  4. Establish baseline data on geographical distribution of health facilities, functions, type of services and manpower and periodic database update.
  5. Identify priority health -related issues among the affected population and ensure that these are properly addressed in an integrated primary healthcare approach.
  6. Technically review program reports, proposals and other documents relevant to the program and make recommendations on best practice.
  7. Arrange for and compile material for the capacity building of the key units of PHC directorate of “PARTNERS” and health personnel at PHC level focusing on the above mentioned areas.
  8. Conduct close follow up with the Ministry of health and other partners to ensure proper and timely implementation of the program activities
  9. Undertake regular field visits to attend field health coordination meetings and report on health condition of the refugees.
  10. Contribute effectively to the implementation of the activities planned for Crisis Response.

Education Qualifications

*Essential

First University degree in medicine or public health

Experience

*Essential

At least 1 year of experience in health sector or public health related areas in emergency setting.

4. Use of Language Skills

Excellent knowledge of English and local language.

Other Skills (e.g. IT)

  1. Proficiency in Microsoft office.
