Standard Job Description: Field Security Officer
Organizational Setting and Work Relationships
The Field Security Officer reports to the manager, who may be, according to context, the Representative/Chief of Mission or Head of Office within a country operation, the Senior Field Security Officer; the Bureau Director in a Regional Directorate; the Chief, Security Operations Section at Headquarters, or the regional Senior Security Coordinator.
The incumbent acts as an adviser to the manager on field security, providing sound, well- reasoned advice followed by support in implementation of agreed measures or steps.
The incumbent may directly supervise security personnel at the international or national level. The incumbent may, depending on the context, be expected to monitor, coach, guide and support security personnel.
The Field Security Officer may, depending on the context, be expected to travel on mission to multiple duty stations to provide advice and support to the local manager as agreed in mission terms of reference.

Nature of Position:: UNHCR Sub-Office Galkayo covers two states of Puntland and Galmudug, there is a Field Office in Bossaso and Field Unit/Liaison Office in Garowe reporting to the Sub Office. Current plans are underway to open a new Field Unit/Liaison Office in Dhusamareb. Additionally, the incumbent also covers security advisory role for the Sub-Office Hargeisa and required to field regular mission to Hargeisa
The incumbent is expected to have a security background and substantial experience of humanitarian field operations in high-risk environment, and he/she will work with three AFSA based in to manage UNHCR security matters in Puntland, Galmudug and Somaliland comprising of Sub-Offices Galkayo and Hargeisa, Bossaso Field Office and Liaison Offices Garowe and Dhusamareb. The incumbent will advise and coordinate security-related activities in the AOR. Simultaneously, she/he will also provide technical guidance and support the Area Security Management Team in Puntland in close collaboration with other Field Security Advisers/Officers from other UN Agencies in the area.
The incumbent is expected to possess a fully rounded security profile as well as managerial and supervisory competencies.
Coupled with sensitivity to cultural and social fabric of the Somalian society which is still dominated by power dynamics among clans and sub clans, the environment in Galmadug and Puntland is politically complex political with security challenges which requires capacity to adapt to and respond to rapidly changing circumstances, as well as managing isolation, insecurity and extremely limited out-of-work activities. The position calls for and therefore the incumbent should also have a proven interpersonal and negotiation skills and good levels of resilience
Living and Working Conditions:: Somalia is a high-risk country with a very complex operational environment, characterized by uncertainty and frequent security incidents. Movement by all personnel is restricted and closely coordinated and monitored by the security officers. Therefore, the incumbent must have working experience of security challenging environment.
In terms of transportation, for long, UNHAS has been the only authorized flights for UN staffs to and from Puntland. However, in July 2019, Ethiopian Airlines has commenced flights from Garowe three times a week and now Bossaso is included
As far as medical facilities are concerned, there is a UN dispensary in the Common Compound managed by a medical doctor and a nurse from UNDP. In addition to the dispensary, there is only one hospital which has relatively good facilities in Galkayo and recognized by UN dispensary. For accommodation, all internationally recruited UN personnel shall accommodate at protected UN guest houses and UN facilities. In Galkayo staffs are required to stay in the UN Common compound managed by UNHCR with a catering system managed by a committee composed of international staff living in the compound. However, accessing to a reasonable food variety in Galkayo is very challenging. It is very difficult to find fresh fruits, vegetable, greens, and other ingredients. Poultry, beef, fish, and other sea or freshwater food are very scarce. Also, there are very limited food products in shops.
Considering restrictions on staff movement, it is crucial that the incumbent demonstrates a positive attitude whenever confronted with adversity and restraints in his/her social life.
Staff interested in the position should be psychologically and physically fit. The R&R is 4-week cycle.
