Job Overview:

Summary of Responsibilities: Working directly with program staff and partners to ensure compliance of the NEXUS project two donors, BMZ and GFFO. The project Finance Manager will primarily lead the management of the Nexus project as a whole and report to Senior budgeting and Financial Reporting Manager in close partnership with senior NEXUS coordinator and work closely with other team to ensure compliance on spending and take a lead on both internal and external financial reporting. As most of the project implementation is done by partners, the Project Finance Manager will be responsible for working with all relevant parties to ensure accurate and timely partner disbursements, liquidation and expenses posting to reflect in our books.

Purpose of the Role

The Project Finance Manager will specifically work on the Nexus project comprising BMZ and GFFO grants supporting the program teams in ensuring compliance in budgeting, spending and reporting in accordance with IRC and donor requirements on a timely basis. (S)He will develop budget management tools and conduct training to improve efficiency for donor reporting and compliance.

Scope and Authority

This position will be expected to work closely with program and finance colleagues in managing BMZ and GFFO funding from the inception, implementation, reporting and auditing phases. The position will have no line management authority.

Grants Financial Management (50%)

  • Run monthly BvAs by 15th of each month for the Nexus projects grants and analyze the performance issues identified such as burn rate and progress against spending plan.
  • Prepare and regularly update spending plans; lead the preparation of forecasts, including for donor reporting.
  • Support in preparing the budgets for new Nexus programme initiatives, budget amendments or realignments as required.
  • Revise and update Power BI tools and templates for spending management and donor reporting.
  • Prepare all grant allocations and funds in excel as new grants arise and create D2 codes (for upload in Integra]) for the grant budgets to enable financial tracking and reporting.
  • Review all travel documentations and invoices and coding, making sure that all the payments are properly charged to the projects and coded according to the system in place (from a range of sources: salary costs, supplier invoices, expenses claim).
  • Maintain tracking systems for match funding ensuring spending is as per donor requirements and reported accordingly.
  • Maintain a record of funds requests from the donors of both BMZ and GFFO funds is properly maintained and reconciled with Integra as received.

Grants Financial Reporting and internal reconciliation (30%)

  • Preparation of financial reports in line with donor requirements and quality standards and ensuring they are submitted in compliance with donor reporting deadlines.
  • Maintain records for both grants ensuring the internal tools such as Integra and Power BI reflect the correct data in Correct budget, actual spending, commitments, and inventory.

Work closely with supply chain department to ensure the inventory for the projects are distributed on a timely basis to charge the grant within the correct period.

  • Work with supply chain to review the item forecasts and procurement plans are in line with the budget codes and monitor commitments in Integra.
  • Maintain record exchange rates for BvA and reporting purposes.

Project Audits (10%)

  • Support with grant audits as the finance focal point for Nexus project.
  • Assist in providing supporting documents for all grants transactions as required for grant audits.

Team support (10%)

  • Participate in all Nexus grant meetings monthly/as needed.
  • Train staff on tools and templates and donor regulations as required in collaboration with the relevant grants staff.
  • Support in preparing ad hoc reports and materials as required.
  • Assist with other tasks as may be required from time to time.

Key Working Relationships

  • Reports to Senior Financial budgeting and Reporting Manager with close coordination of senior Nexus Coordinator and program teams.
  • Close coordination with the wider Partnerships & Operations teams Working relationship with the Finance team and the Programs departments

Qualifications

  • A degree or similar qualification in accounting, economics, business or a numerate discipline.
  • Professional qualification in accounting such as CPA and ACCA is desirable.
  • 5-10 years’ experience of financial reporting on grants from institutional donors.
  • Experience of working with accounting software; good IT skills including advanced Excel.

Desirable:

  • Experience of working with Microsoft Dynamics or a similar software
  • Familiarity with the compliance requirements of German donors
