CARE seeks a Gender Equality and Social Inclusion (GESI) Lead for the anticipated USAID-funded Resilience Food Security Activity (RFSA) in Somalia to improve and sustain the food and nutrition security of vulnerable populations. This Activity will work at the individual, household, community, and institutional levels to address the underlying causes of food insecurity and malnutrition and strengthen transformative opportunities. The Activity is intended to strengthen resilience in populations vulnerable to acute, chronic hunger, and malnutrition; recurrent shocks, stresses, and crises; and to reduce the need for ongoing or future emergency food assistance.

The GESI Lead will provide strategic leadership and technical guidance across program activities to ensure gender and social inclusion mainstreaming. The GESI Lead will develop, adapt, and apply strategies, guidelines, and tools to ensure that gender equity and diversity are appropriately analyzed, identified, and addressed in programs and policies, providing strategic support to the program team in building and strengthening their capacity. The Lead will closely work with program and monitoring and evaluation teams to develop and implement gender equality- and social inclusion-responsive monitoring systems and mechanisms.

This position is pending donor approval and funding.

Location: Mogadishu, Somalia. This is an unaccompanied post location. Somali candidates are encouraged to apply.

Specific duties and responsibilities:

· Build capacity of program team, partners, and government entities in gender equality and social inclusion tools, strategies, policies and practices.

· Develop, adapt, and apply tools and strategies to mainstream gender equality and social inclusion into programs and policies across all sectors.

· Conduct GESI-focused analysis and support addressing the findings into project planning, budgeting, monitoring, evaluation, and reporting.

· Design and conduct GESI-related formative and operational research to inform Activity interventions.

· Develop mechanisms and processes to scale-up successful practices and results related to gender equality and social inclusion.

· Monitor, evaluate and report on program activities from a GESI perspective including impact measurement; document GESI-related outputs, outcomes, and lessons.

· Establish partnerships with government agencies, project partners, market actors, and other stakeholders for effective implementation of GESI-focused interventions.

· Coordinate and strengthen networks of gender and social inclusion focal institutions/experts including donors, partners, civil society, and non-government organizations.

· Develop learning briefs and position papers capturing GESI-related best practices and recommendations on mainstreaming in all project components.

· Lead policy advocacy and representation on issues relating to gender equality and social inclusion throughout the Activity.

Qualifications:

· University degree required. Master’s degree in social science, gender studies, women’s studies, or other relevant field preferred.

· 8+ years of senior-level technical experience in gender equality and social inclusion, including USAID projects.

· Demonstrated ability to design and implement GESI-focused tools, strategies, reports and work plans.

· Knowledge and familiarity regarding GESI-related context in Somalia, including socio-economic factors, social norms, and political environment.

· Demonstrated experience with and knowledge of participatory accountability tools and approaches and USAID GESI policies and practices.

· Experience conducting participatory, GESI-related research, analysis, and reporting.

· Excellent skills in GESI capacity strengthening for organizations, communities and individuals.

· Demonstrated ability to work effectively with a diversity of stakeholders and strong coordination and facilitation skills.

· Demonstrated commitment to principles of Gender Equity, Diversity, and Inclusion, as evidenced in previous management positions and programming. Demonstrated commitment to Prevention of Sexual Exploitation, Harassment, and Abuse (PSHEA)

· Fluency in English required; Somali language skills strongly preferred.
