CARE seeks a Resilience & Livelihoods Technical Advisor (RLTA) for the anticipated USAID-funded Resilience Food Security Activity (RFSA) in Somalia to improve and sustain the food and nutrition security of vulnerable populations. This Activity will work at the individual, household, community, and institutional levels to address the underlying causes of food insecurity and malnutrition and strengthen transformative opportunities. The Activity is intended to strengthen resilience in populations vulnerable to acute, chronic hunger, and malnutrition; recurrent shocks, stresses, and crises; and to reduce the need for ongoing or future emergency food assistance.

The Advisor will play a crucial role in providing technical support and expertise in livelihood skill-building and asset transfer components within the framework of the Graduation Approach. This position requires a deep understanding of livelihood development, resilience strategies, market linkages, and engagement with the private sector.

This activity is expected to be a five-year program in the $60-80 million range.

This is a Key Personnel position, subject to USAID approval. It is also subject to project award and funding. National candidates are encouraged to apply. This position will be based in Mogadishu. This is an unaccompanied post location.

Responsibilities:

  • Provide technical support regarding the livelihoods skill-building and asset transfer components of the graduation approach.
  • Develop and implement strategies for livelihood resilience and diversification.
  • Establish strong market linkages and engage effectively with the private sector.
  • Apply experience in value addition, market systems, and addressing environmental and cultural constraints to livelihoods.
  • Develop and enhance sustainable livelihood skill-building programs encompassing on-farm, off-farm, and non-farm livelihoods.
  • Collaborate with the Graduation Approach Lead to ensure cohesion and integration across all components of the graduation approach within the RFSA activity.
  • Responsible for ensuring that interventions are sequenced, layered, and integrated appropriately at all levels of implementation.
  • Work directly with M&E and SLA Leads to integrate learning feedback loops into technical field operations.
  • Report directly to the Chief of Party and contribute to the overall strategic direction of the project.

Qualifications:

  • University degree required.
  • 6 years of relevant experience at the community level in the Horn of Africa required, with preference for experience working with Somali communities.
  • In-depth understanding of all components of livelihood development including selection, planning, and management of small businesses; livelihood resilience and diversification strategies; establishment of market linkages; and engagement with the private sector. Experience with value addition, market systems, and environmental and cultural constraints to livelihoods.
  • Experience with the development and enhancement of sustainable livelihood skill-building programs including on-farm, off-farm, and/or non-farm livelihoods, from
  • self-employment to small business creation.
  • Demonstrated experience in resilience programming in dynamic and uncertain contexts characterized by drought, displacement, and insecurity.
  • Experience in assisting with recruiting, developing, and managing staff and teams.
  • Broad range of technical experience including urban/rural livelihoods, climate change adaptation, gender, and social inclusion.
  • Specific experience in graduation programming is preferred.
  • Proven ability to work in dynamic and uncertain environments.
  • Strong management and interpersonal skills. Ability to network and communicate with a wide range of stakeholders, and field experience in low resource environments.
  • Fluency in English required (spoken and written).
  • Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse).
  • Demonstrated commitment to principles of Diversity, Equity, Belonging and Inclusion (DEBI)
