Overview of the position:

The project is notably responsible for:

• Contributing to the effective implementation of the NDP / CAS through the provision of adhoc, targeted & complementary support.

The project aims to:

• To support the work on the inclusive politics agenda including security & justice, federalization, the constitutional architecture & democratization through elections.
• Contribute to the articulation & implementation of the key political & development policy processes & the facilitation of effective relations of the federal & state govt’s with the relevant aid coordination structures by liaising between the Somali authorities & principal international partners.

Results to be achieved by the non key expert:

• Provision of sound advice to the Somali authorities & principal international partners the on political & security dynamics within Somalia & in relation with its neighbours to inform decision making.
• Provision of sound advice & context background to inform programmatic action by operations sections.
• Contribute to advocacy & advance aid strategic interests in Somalia with federal, state stakeholders, international & regional partners.

Overall tasks:

Under the direction of the Project Manager the non key expert will support the project in:

• Ensuring regular, meaningful contact with the local authorities & concerned implementing partners at field level.
• Ensuring continuous & appropriate flow of information regarding donor funded projects & programs, issues related to project implementation & relevant political, security & socioeconomic related developments.
• Communicating routinely with the Project Manager to ensure follow up to issues arising from project monitoring & quality control.
• Promoting & supporting coordination mechanisms among implementing partners, UN agencies & other organisations operating in the area of reference.
• Reporting on the local policy framework & on aid priorities, strategy, approaches & guiding principles vis-à-vis cooperating partners.
• Providing timely information, notably through, flash reports & monthly reports.
• Providing logistical support & information to operations staff visiting Somalia.
• Facilitating visibility of aid funded interventions & reporting on perception on the ground & progress when requested to do so for specific projects or programs.

Specific tasks

Under the direction of the Project Manager the non key expert will:

• Report to the principal international partners on deliberations held with the Somali authorities.
• In consultation with the relevant aid coordination structures, inform Somali authorities on political priorities & approaches, in view of donor sensitivities & positions.
• Monitor, analyse & report regularly on internal & regional political & security developments, including centre periphery relations & maintain broad network of contacts with Somali, regional & international interlocutors. This shall include processes related to the democratisation agenda, both at federal & decentralised level, the constitutional review process, state formation & federalism & the security agenda.
• Provide advice & context background to operations sections in order to frame & inform the provision of aid assistance to Somalia & the design of programmatic action.
• Regular interaction with interlocutors within the Somali political, security, civil society & private sector establishment, notably the Presidency, the Prime Minister Office as well as Council of Ministers, Parliamentary leadership, House Committees, State Leadership & with key partners within the International Community.
• Facilitate the exchange between the various donors & Somali actors, through substantive contributions & guidance.
• The consultant will be based in Nairobi & Mogadishu. Travelling outside of the bases will have to be justified & approved by the Project Manager.
• The consultant will perform other tasks as requested by the Project Manager.

Reporting modalities:

• The consultant will work in collaboration with the Project Manager, but under the guidance of the principal international partners.

Reporting requirements:

• The consultant will be expected to produce regular political & policy updates whenever significant developments take place.
• The scope of these updates will be adjusted to the context.
• Significant political & policy developments should result in a thorough written analysis.
• Such updates may be upon the initiative of the consultant, or in response to a request by the contracting authority.
• In addition, there must be a final report at the end of the period of implementation of the tasks.
• The draft final report must be submitted at least one month before the end of the period of implementation of the tasks.

Team management:

• This role does not have any team management responsibility.

Geographical experience:

• Minimum of 10 year of experience in Africa (essential).

Key competencies:

• The indicative profiles of the non-key expert for this contract are as follows:
• The consultant should have an in-depth knowledge of political dynamics in Somalia & should be intimately familiar with the role of the international actors in this context & the aid architecture that underpins this engagement.
• The consultant should hold, at a minimum, a Bachelor’s Degree in Political Science, History, Economics or any related field, or equivalent. Any further academic studies in the field of International Relations would be an asset.
• S / He should have at least 10 years’ experience in supporting transitional political & development processes in the Somali context. S / He must have demonstrated intimate knowledge of the donors’ tools & instruments in the development, political & security area. S / He should have worked for an international organisation or diplomatic mission for at least 5 years & must be able to work in a multicultural environment.
• The consultant should be a Somali speaker with excellent knowledge of written & spoken English.
• The expert must have impeccable references.

Facilities to be provided by the contracting authority & / or other parties:

• The consultant will be responsible to foresee in his / her own accommodation & means of transport & security.
• The duty of care rests with the consultant.
• The consultant may avail of the facilities of the EU flight (under incidental expenditure), free of charge.
• This does not however constitute an entitlement.

Location:

• Somalia. The consultant will be based in Nairobi & in Mogadishu.
• The consultant will travel to other parts of Somalia, as appropriate & upon written authorization by the Project Manager.

Start date & period of implementation:

• The intended start date is 15th December 2019 & the period of implementation of the contract will be until 14th July 2020.
• His / Her timesheets will need to be duly approved by the Project Manager at the end of each working month.
