Context:
Launched in March 2017 with funding from the EU Emergency Trust Fund for Africa, the EU-IOM Joint Initiative on Migrant Protection and Reintegration (JI) in the Horn of Africa assists migrants along key migration routes in Africa with Assisted Voluntary Return and Reintegration in the Horn of Africa. It enables migrants who decide to return to their countries of origin to do so in a safe and dignified way, and to help them restart their lives in their countries of origin. This is done through an integrated approach to reintegration that supports both migrants and their communities.
Under the direct supervision of the Chief of Mission (CoM) in Somalia, and in close coordination with the JI Senior Regional Programme Coordinator and with the Migrant Protection and Assistance (MPA) Regional Thematic Specialist in IOM’s Regional Office (RO) in Nairobi, the
successful candidate will manage IOM Somalia’s Joint Initiative programme, Migrant Assistance and Counter Trafficking activities, Assisted Voluntary Return and Reintegration (AVRR), Operational and Mixed Migration activities in Somalia.

Required Qualifications and Experience:
Education
• Master’s degree in International Relations, International Law, Development Studies or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in project/programme management with United Nations Agencies or Non-Governmental Organisations (NGOs) in migration management focusing on migrant protection, assisted voluntary return and reintegration, counter-trafficking and smuggling of humans, with supervisory responsibilities and demonstrated achievements;
• Ability to liaise with government officials and coordination with key partners;
• Demonstrated experience in the management of finances, procurement and human resources;
• Strong experience in developing proposals and budgets, and preparing donor reports;
• Experience planning, organising and facilitation of trainings;
• Experience in conducting Monitoring and Evaluation (M&E), with understanding of M&E tools and approaches;
• Working experience in a non-family duty station in conflict or post-conflict countries.

Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Somali, Arabic, French and/or Spanish is an advantage.
