Adolescents Girls’ Education in Somalia
(AGES)
The DFID-funded ‘Leave No Girls’ Behind (LNGB)-Adolescent Girls’ Education in Somalia (AGES)’ is an innovative project which aims to promote education access through tailored, sustainable solutions in order to develop literacy, numeracy and key life skills for the most marginalized adolescent girls in South Central Somalia. It is a consortium comprising of CARE (lead agency) ADRA, GREDO (National NGO), WARDI (National NGO) and UCES (Community Education network), responsible for project implementation. LNGB-AGES will target the hardest to reach among out of school girls, specifically girls engaged in child labour, married and divorced girls, internally displaced persons (IDPs), and girls from minority clans, excluded groups and pastoralist families. The project aims to improve access to education, learning outcomes and retention of 42,000 girls from some of the poorest, most vulnerable and conflict affected regions of Jubaland, Banaadir/Mogadishu and South West State, and to improve the overall quality of education by building local capacity.
Adolescents are a heterogeneous group with different and evolving needs, depending on their personal development stages and life circumstances. As they transition from childhood, through adolescence, into adulthood, all individuals must be prepared with the knowledge and skills they need to make use of the opportunities and to face the challenges they will encounter in the adult world. These efforts should contribute to building their sense of self-worth and to strengthening their links with the individuals and institutions in their communities. Meanwhile, adolescents need protection from harm on the one hand, and support to make independent decisions and act on them on the other. They need health and counseling services that can contribute to helping them stay well, and to get back to good health when they are ill or injured. Adolescents in many places, have limited opportunities to grow and develop to their full potential, and that poverty, insecurity, dis empowering social norms and restrictive laws further increase their vulnerability to health and social problems.
To address the needs of adolescents for health and social services requires a concerted effort including the dissemination of knowledge and skills on reproductive health and hygiene management.
The Overall Goal of the Project
To provide tailored, sustainable solutions to develop literacy, numeracy and key life skills (financial literacy and knowledge of sexual and reproductive health) for 40,000 of the most marginalized girls in South Somalia. It aims to target the hardest to reach among out of school girls, specifically girls who are disable, engaged in child labour, married and divorced girls, internally displaced persons (IPDs), girls from minority clans and excluded groups and pastoralist.
The combination of flexible approaches (ABE and life skills courses), provided close to home, caters for the needs of different age groups of girls who have limited time and mobility. The project will simultaneously address the needs of younger girls who need a flexible pathway to enter formal education at higher grades, while also catering to older girls who need to acquire literacy and numeracy skills associated with relevant skills for self-employment.
Target Groups
The project aims to improve access to education, learning outcomes and retention of 42,000 girls from some of the poorest, most vulnerable and conflict affected regions of Jubaland, Banaadir/Mogadishu and South West Administration, and to improve the overall quality of education by building local capacity.
The targets are broken down below:
In addition to the above, 2000 girls with disabilities who are educationally marginalized especially those with difficulties with sensory (sight, hearing, mental), communication disorders and other health impairments.
Project Outputs
The project will achieve its goals through the following result areas:
a) Output 1: Strengthened economic situation of communities: VSL and scholarships will enhance family capacity to support education costs and reduce the likelihood of child labour.
b) Output 2: Availability of quality learning opportunities tailored to the needs of ultra-marginalized girls
c) Output 3: Social change movement towards broader life opportunities for adolescent girls and boys
d) Output 4: Build institutional capacity for quality assurance in inclusive education
e) Output 5: Enhanced access to education for 2,000 additional girls with disabilities
Objectives of the TOR
The objective of this consultancy is to develop information package on Reproductive Health and Hygiene Management for adolescent girls (RH&HM) that are tailored to the needs of the targeted girls between the ages of 10-19 drawing from international best practices, WHO standards on adolescent reproductive health rights and standards. The consultant will also ensure that the information package is adoptable to the context of the beneficiaries, flexible and easy to implement.
Due to the inclusion of girls with disabilities within AGES as well as the emphasis on sensitization of communities about issues related to disabilities and education, the materials will be designed to consider the specific learning needs of this group. Materials will also include reference to disability and examples of girls and boys with disability.
Scope of Work
The consultant will be expected to undertake the following tasks:
a) Review of the existing relevant materials on reproductive health and Hygiene management
b) Develop tailor-made information package on reproductive health and hygiene management for the LNGB AGES project targeting adolescent girls aged 10-19 years with the following content:
i) Introduction to Adolescence/Puberty, Reproductive health (What is it?)
ii) Menstrual Hygiene Management (MHM)
iii) Sexually Transmitted Infections (STIs)
iv) Gender-Based Violence (GBV) at school level
v) Social Norms and Taboos
vi) Pregnancy: Ante-and-Post-Natal
vii) Maternity and Child Health ( pre, intra and post care)
c) Review and incorporations of 2 level of reviews Comments
d) Translation of the contents into Somali language
e) Validation of the completed document in both languages by MoE
Time Frame
The consultancy will be for a maximum of 30 days for both content development and translation to Somali. The consultant will not be cleared until validation and sign-off of the developed package is done by the MOE.

ii) Draft information package
iii) Final signed/approved copies of package with the above thematic
iv) Consultancy report
Preferred Qualifications:
Essential
· Excellent written and spoken English, proficiency in Somali language is required
· CARE PSEA policy, code of conduct and safeguarding measures to protect vulnerable children and vulnerable adults apply in all contracting service.
