Job Summary
The Deputy BRCiS Country Coordinator (DBCC) provides support to the BRCiS Country Coordinator in overall implementation, coordination and technical support for Cesvi’s resilience projects in Somalia. He/She will work with the Country Coordinator and the Head of Programme (HoP) in ensuring successful programme implementation and deliver high-quality results. This position is based in Mogadishu with frequent travel to field locations. The DBCC will provide support to the field coordinators in 3 regions (Hiraan, Banadir, and Mudug).
Duties and Responsibilities
1) Programme Management
- Provide support to overall implementation, coordination and technical support for the resilience projects in the respective assigned areas.
- Ensure the effective implementation of the project plans in collaboration with the BRCiS Country Coordinator and Head of Programme.
- Provide support to the BRCiS Country Coordinator in preparing detailed implementation and procurement plans for project grant in collaboration with the Nairobi and field staff.
- Ensure that implementation of the project resilience activities is done according to national policies, donor guidelines, including changes of project direction or priorities.
- Undertake regular field visits in all CESVI field Somalia field offices
- Lead ineffective implementation of agreed M&E tools to monitor, review and evaluate processes to ensure the quality of project implementation and accountability;
- Compile internal reports (Weekly, monthly and ad-hoc) and donor quarterly, bi-annual and yearly reports. Contribute to programme development with required inputs from the field for new project proposals and budgets;
- Follow up verify data on Early Warning Early Action submitted through BRCiS online platform.
- In charge of communicating learning and adaptive management outcome of the programme. • Assist in undertaking and supporting MEAL Department in designing and collection of baseline surveys, PDMs, online surveys and related reports.
- Trucking of project quarterly and annual target milestones
- Participate in timely/regular programme reports: monthly/quarterly/annual and other reports as required by the programme;
2) Management of Human and Financial resources
- Support, coach and build the capacity of BRCiS Field Coordinator.
- Supervision of all bases Field Coordinators and undertake yearly performance appraisals
- Monitor and track financial plans, budgets and human resource plans for the project(s).
- Work with project staff, logistics/finance staff to develop expenditure and procurement plans to guide the implementation of approved grants. Support Field teams in the implementation of these plans, ensuring that donor rules and regulations are followed.
- Ensure proper control and usage of CESVI assets and funds and ensure the programme provides value for money
3) Representation and Coordination
- In collaboration with the BRCiS Country Coordinator, participates in co-ordination and representation of CESVI in monthly meetings and other fora organized by the consortium lead and other stakeholders in the field.
- Strengthen and maintain links with all key task forces and coordination mechanisms within the relevant sectors.
- Other duties as assigned.
Qualification
Essential;
- Bachelor’s degree with at least three years of relevant experience preferably in INGO preferably in FSL
- Strong skills and experience in all aspects of programme development, including programme/project monitoring, review & evaluation.

- Strong computer skills particularly in MS Excel, literacy and numeracy
- Fluent in English
- Team player, flexible
- Strong analytical and conceptual skills and the ability to think and plan strategically
- Demonstrable experience and knowledge of effective financial and budgetary control and managing grants.
- Demonstrable skills in resource and staff management/development and the implementation of appropriate policies, procedures, and systems in relation to these
Preferred;
- Prior experience in NGOs/INGOs Substantial experience of developing working relations with government and community stakeholders
- Working knowledge of participatory planning with proven experience in the development and execution of Community Action Plans
- Ability to be self-sufficient and resourceful.
- Ability and willingness to travel to projects and stay in basic conditions.
