ROLE PURPOSE:
Together for Inclusion (TOFI) is a consortium of Disabled Persons Organisations (DPOs) and International Non-Governmental Organisation (INGOS) led by the Atlas Alliance, a Norwegian umbrella organisation for DPOs working internationally. It will be implemented in six countries (Somalia, (Uganda, Mozambique, South Sudan, Ethiopia and Niger) in the period 2020-2022. The consortium of DPOs and INGOs focuses on strengthening the rights of persons with disabilities within three thematic areas: Human Rights Advocacy, Inclusive Education and Economic Empowerment.
Save the Children Somalia has secured a fund from Atlas Alliance for Human Rights Advocacy and Inclusive Education for Puntland and Southern States, in relation to the TOFI programs, and would like to recruit an experienced Programme Manager.
The Programme manager will assume the overall coordination of the project within Save the Children and consortium partners ADRA and NAD, and SC Norway and will remain the focal point for the TOFI project in management, reporting and ensuring project implementation. The post holder will facilitate the coordination and collaboration with government line ministries, organizations of people with disabilities and other stakeholders together with consortium partners.

Dimensions:
Save the Children has been working in Somalia for more than 60 years. The Country Office has over 500 staff across 14 field offices (Boroma, Burao and Hargeisa in Somaliland; Bosasso, Garowe, Galkayo and Gardo in Puntland; Beletweyne, Adaado, Abudwak, Baidoa, Kismayo, Dhobley and Mogadishu in Central South Somalia). Our Country Office coordination and administration base is in Nairobi, Kenya. In 2017, as a result of significant scale up for the countrywide drought response, our annual spend FY2017 was US$117 million and we reached more than 2 million people through our humanitarian and longer-term development work in Health, Nutrition, Water, Sanitation & Hygiene (WASH), Education, Food Security and Livelihoods (FSL), Child Protection and Child Rights Governance. The Country Office manages 61 active awards totalling US$165 million from a range of governmental/institutional donors, including DFID, ECHO, EU, FFP, OFDA, and DANIDA being some of our largest
QUALIFICATIONS AND EXPERIENCE
Essentials
- Post-graduate degree in education planning and management or a related field with additional training project planning and management techniques
- Knowledge of current global and regional debates on quality and employment-oriented education policies and models and disability inclusion
- Recommended a minimum of eight years of relevant technical experience including at senior level
- Proven experience of successfully working and collaborating with civil society organizations (advantage if experience working with Organizations of Persons with Disabilities – OPDs)
- Proven experience and knowledge on disability inclusion in development and/or humanitarian programmes.
- Proven experience of developing and managing high quality, innovative and cost-effective technical education projects in fragile and insecure environments, preferably in Somali context and with International NGOs
- Proven experience and skills in research and advocacy and influencing institutional, private and/or corporate donors and writing up high quality donor reports
- Experience of working with local/national governments and capacity building of systems, partners and staff
- Ability to extensively travel for project monitoring and provide on-site technical support to field teams
- Highly developed interpersonal and communication skills including influencing, negotiation, steering and coaching
- Highly developed cultural awareness and ability to work well in an international and matrix management environment with people from diverse backgrounds and cultures
- Strong results orientation, with the ability to challenge existing mindsets
- Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
- Ability to present complex information in a succinct and compelling manner
- Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
- Fluency in English, both verbal and written, required
