The goal of GIZ is to support the capacity development of people, organizations and institutional structures in the partner countries so as to enable them better their living conditions through their own efforts. Under Somalia administration and finance pool,GIZ is searching for a qualified Administrative Officer based in Burco Somaliland

A. Responsibilities

The Admin Officer is responsible for:

  • Preparation and processing of various procurements on project level as requested by projects
  • Initiate a transparent tender process according to P+R at project level.
  • Ensure cash/bank/voucher management according to GIZ rules and regulations
  • Signs money withdrawal forms
  • Preparation and processing of event requests for various projects
  • Logistical support for various projects
  • Ensure that the provided services are within the section and are done correctly according to P+R.

In this context, the Contracting Officer fulfils the following tasks:

B. Tasks

1. Core scope of tasks

  • Carry out procurement procedures for all procurements at Projects level
  • Process orders in accordance with GIZ regulations, monitors markets and issues invitations to tender for all procurements at project level.
  • Ensure a sound management of the cashbook and bankbook for the Burco office
  • Maintain and update the filing system according to GIZ procedures.
  • Manage inventories
  • Calculate travel claims
  • Ensure good vehicle management
  • Prepare events and provide logistical support

Other duties/additional tasks

  • Prepare plans for the purchase of equipment and supplies.
  • Ensure effective coordination and management of office supplies within the Burco office
  • Ensure effective coordination with the Admin and Finance Team in Hargeisa
  • Maintain monitoring tools for payments, procurement and contracts

Required qualifications, competences and experience

Qualifications

  • Bachelor’s in business administration and/or similar field.

Other knowledge, additional competences

  • Knowledge of GIZ instruments and procedures (Procurement of goods/International procurement).
  • Good understanding of financial planning and accounting
  • Strong interpersonal communication skills
  • Excellent knowledge of Computer applications (e.g. MS Office other related IT software application, phone, fax, e-mail, the internet)
  • Good Work ethics
  • Ability to work in a multi-cultural environment.
  • Very good English language skills, written and oral.
  • Willingness to upgrade his/her skill as required by the tasks to be performed – corresponding measures to be agreed with management
