DRC Somalia/Land

DRC has been operating in Somalia since 1998 using a protection of human rights framework. Somalia is experiencing a devastating humanitarian crisis, with nearly 80% of the population in need of some form of humanitarian assistance. DRC in Somalia is scaling up the operation in emergency response through an integrated approach accessing hard to reach populations.

Overall purpose of the role

The Area Program Manager is responsible for the coordination, monitoring, development and reporting of DRC programming in Banadir, Hirshabelle, and Baidoa (BHB). The position requires a high degree of responsibility, flexibility and understanding of multisector programming. It also requires significant management experience, overseeing the work of multiple Project Managers and Team Leaders. S/he reports to the Area Manager

Description of the key responsibilities of the position: 1. S/he will, in coordination with Area Manger and Technical Leads work on the planning, quality implementation and follow up of the programs

2. S/he will ensure that field teams are prepared to provide an integrated multisector emergency response in coordination with Logistic, Finance, Administration, safety and security in her/his area of responsibility.

S/he will assist the Project Focal Points and Team Leaders in follow-up of the development of technical department’s program indicators, reporting and promoting DRC’s integrated programming approach.

Responsibilities

Program

  •  Supervise effective, efficient and timely implementation of all projects according to agreed contracts, budgets and donor requirements.
  •  Line manage the Mogadishu office program staff, and provide technical line management to the program staff in Beletweyne and Baidoa.
  •  In close collaboration with the Technical Leads, contribute to project design, proposal development and donor reporting for projects within geographical area
  •  In consultation with the Area Manager and Technical Leads, prepare project Kick off and closure meetings , project work and procurement plans;
  •  In close consultation with the MEAL Manager, ensure that relevant beneficiary data is collected, compiled, analysed and distributed and that relevant assessments are conducted in the project area.
  •  Monitor budgets in coordination with the Area Manager and Project Focal Points to ensure there is no overspending or underspending and flag any issues with SMT in a timely manner.
  •  Provide regular area information on programme activities, policy matters and external relations, based on agreed formats and schedules;
  •  Assist in implementation of DRC’s M&E plans for the projects and ensure complaint handling mechanisms are in place in all projects and promote accountability concepts.
  •  Oversee preparation of program portfolios by area team and identify opportunities for new projects in coordination with Head of Program.
  •  Ensure that DRC’s program policies as enshrined in the program handbook and other program manuals are followed.
  •  Quality control and monitoring of key result contract performance indicators in their areas.
  •  coordination with Logistic, Finance, Administration, safety and security in her/his area of responsibility to assure the timely program implementation

Safety and Security

  •  Ensure adherence to security procedures and monitoring developments in the security situation;
  •  Be a member of and/or actively support the Area Crisis Management Team as required and if requested;
  •  Develop and maintain a security focal persons’ network in his/her area of responsibility.
  •  Finance and Administration
  •  Provide program budget monitoring and PR trackers of assigned budgets, financial control in compliance with DRC country office requirements and as per the Operations Handbook;
  •  Ensure necessary systems in procurement are followed according to DRC Operations Handbook for all projects in the state.

Reporting

  •  Ensure compliance with internal reporting requirements and participate in the DRC internal coordination mechanisms as required.
  •  Ensure the quality and timely weekly – monthly report and quarterly report
  •  Assist the Area Manager, Head of Programme and Grants and Business Development Manager on donor reporting
  •  External Relations
  •  Responsible for building and maintaining good relations with key stakeholders including: Local Authorities, UN/INGOs and Clusters
  •  In close collaboration with Area Manager, responsible for relations with field-level donor focal points.

Accountability

  •  Guided by the DRC Programme Handbook, continuously monitor and suggest relevant accountability initiatives in the field as well as strengthen the effort to document the impact of DRC activities in the area.

Qualifications and Experience

  •  Minimum 5 years of work experience in a similar or equivalent role in an INGO in areas of humanitarian/development sector, in a conflict & post conflict environment.
  •  Advanced University degree.
  •  At least 5 years of experience in managing large and diversified teams
  •  Strong hands-on experience of managing safety & security in a high intensity conflict zone.
  •  Experience of proposal development for multiple donors and in-depth knowledge of project management and all aspects of project cycle.
  •  Demonstrated experience in representation with donors & external actors and managing emergency response.
  •  Excellent writing and reporting skills.
  •  Interpersonal Skill: Ability to work with departmental heads & technical manager to ensure smooth work operations
  •  Time management Skill: being able to achieve operational objectives within set deadline.
  •  Good English language (written and spoken)
  •  Excellent report writing skills including editing the work of others
  •  Fluency in Somali (written and spoken)

Conditions

Contract: 12 Months with possibility of extension, subject to funding and performance. Salary and other conditions are offered in accordance with DRC’s Terms of Employment for National Staff; Employment band Management F2
