The objective of the Better Migration Management (BMM) III Programme is to support national authorities and institutions to facilitate safe, orderly and regular migration and to effectively address and reduce the trafficking in human beings and the smuggling of migrants within and from the Horn of Africa through a human rights-based approach. The programme strengthens the capacity of migration-related agencies in the Federal Government of Somalia.

GIZ is seeking an individual consultant to support the development of a strategic plan for an operational agency in the Federal Government of Somalia. The assignment requires travel within Somalia. To qualify, the individual consultants must demonstrate (with proof) the following qualifications.

• Extensive professional experience in strategic planning or management
• Excellent communication and facilitation skills
• Evidence of having undertaken at least three similar assignments
• Demonstrated experience in working in public sector development in East Africa and preferably in Somalia
• knowledge of Somali language is a distinct advantage
• Knowledge of migration governance is a distinct advantage.
