1.0 Background

1.0.1 The ILO has received funding from Kreditanstalt für Wiederaufbau (KfW) under the “Creating decent work opportunities for Somali IDPs, returnees and host communities through employment-intensive improvement” project. The project seeks to enhance the community resilience through working with the local administration, IDPs, returnees and the host communities to undertake infrastructure measure to improve their livelihood. The project is expected to deliver a set of targeted and interlinked economic, social and environmental benefits as well as serve as a model for future replication. It will also promote a set of innovations, together with the local administration and institutions that will help create better living conditions for the IDPs returnees and the host communities.

The overall goal of the project is to build social and economic resilience of the targeted communities in Baidoa, reduce their vulnerabilities, and promote gender perspectives and resilient livelihoods. A portion of the fund will be used for the rehabilitation of approximately 19km of road, rehabilitation of one market and construction of drainage structures in Baidoa town. Under the project, the road will be constructed with a sub-base and a cobblestone surface material because of the employment potential along its value chain, improved side drains and street lights.

1.0.2 The project has two complementary components:

• Infrastructure development and creation of employment opportunities through the use of employment intensive investment approach.
• Capacity building of the MoPW at State level (MoPW-SWS) and Baidoa District Authority in the institutional, technical and managerial aspects of infrastructure development and maintenance (planning, design, implementation, supervision/monitoring and evaluation) using employment intensive methodology, contractors and casual labourers (direct beneficiaries).

1.03 The Somali private sector will be positively affected through improved capacity of local contractors and increased capital investment. Somali companies will be contracted to execute the infrastructure work, with a focus on labour utilization and job creation. As a result, the private sector will be strengthened, which will have a long-term positive effect on income, trade and job opportunities.[1]

1.04 The project aims to work with local authorities and build their capacity to maintain essential infrastructure using an EIIP approach. In the long-term, maintenance may be difficult due to lack of funding. The ILO team will develop a pool of local community maintenance groups as contractors who would be used to undertake basic routine maintenance works after the completion of project measures. The ILO will also support Baidoa District Authority to develop an operation and maintenance plan for the infrastructure constructed under the project. [2] Lack of funding for maintenance following the project’s end date is however likely to remain an issue that will need to be addressed over time.

1.05 During the planning phase 2020-2021, the ILO launched a Call for Expression of Interest for Contractors to be trained Labour-based rehabilitation works. A total of 33 companies expressed interest. From this number, 9 companies were pre-qualified for training, of which seven (7) successfully participated in training.

1.06 To-date, the seven (7) companies have participated in the first round of tenders, out of which 2 companies have been awarded contracts. A further three (3) companies will be awarded tenders in the second round.

2.0 Invitation to Submit EOIs

2.01 The Project intends to increase the number of prequalified contractors, in readiness for the third round of Tenders and beyond.

2.02 Interested and suitably qualified contractors are hereby invited to submit Expressions of Interest (EOIs) for prequalification, in the manner prescribed.

2.03 Cost of the EOI

The Bidder shall bear all costs associated with the preparation and submission of the EOI. The ILO will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the solicitation.

3.0 Eligibility

3.01 The EOI is open to all contractors registered in territory of Somalia. Government-owned enterprises in the country may participate only if they are independent and operate under commercial law.

3.02 Previously pre-qualified contractors need not re-apply.

3.03 Applicants must be registered to carry out construction works in the territory of Somalia.

3.04 Applicants should not be associated or have been associated in the past, directly or indirectly, with a firm or any of its affiliates or an individual which have been engaged by the ILO to provide consulting services for the preparation of the design specifications, and other documents to be used for the procurement of goods, works or services to be purchased under this Invitation to Bid.

3.05 Applicants shall not be identified on the Consolidated United Nations Security Council Sanctions List (CUNSCSL), World Bank’s Listing of Ineligible Firms and Individuals, and lists of sanctioned and/or suspended vendors maintained by UN Organizations (“Sanctions Lists”) or on the [KFW] list.

3.06 Applicants must be willing to apply for registration as contractors in the South West State (SWS) of Somalia, if not already registered there. This registration will only be required in the subsequent stage of Tender for companies who will have successfully been prequalified.
