Overall purpose of the role:

Overall purpose of the role: The Site Management Coordinator is responsible for the development and roll out of DRC’s SMC approach in Somalia and coordination of assistance and services at site level, in coordination with CCCM Cluster and relevant authorities. This entails building effective collaboration with a diversity of stakeholders, ranging from displaced communities, host community representatives, humanitarian partners, and local authorities. Ensuring new arrival tracker and liaising with DRC Somalia’s emergency response intervention in sites is a key component of the role. The role is to improve access to basic needs and services in sites for people arriving and living in displacement.

Responsibilities:

CCCM/SMC Technical Support

  • Lead the development, update and roll out of DRC CCCM/ SMC strategy in Somalia
  • Lead the harmonization of SMC methodology, tools, processes, and outputs to SMC teams and externally with LA and Cluster partners;
  • Provide technical support and overall coordination in the design and implementation of SMC programming through direct implementation;
  • Ensure integration with other DRC sectors such as Economic Recovery, Protection, WASH and Humanitarian Disarmament & Peacebuilding (HDP);
  • Represent DRC in the CCCM and Shelter clusters, as well as the relevant technical working groups and vis a vis the national and local authorities as required.
  • Contribute to SMC related MEAL planning and implementation;
  • Ensure needs in IDP sites targeted by the actions are inclusive of host community needs;
  • Engage with Grants and Program Depts, most notably Emergency and DS, on SMC related proposal developments and revisions.

Oversight of CCCM/ SMC Implementation

  • Support the development and implementation of DRC SMC and integrated activities.
  • Conduct frequent field visits to monitor the quality of SMC implementation.
  • Improve utilization of site monitoring data in informing humanitarian responses at IDP hosting sites, CCM Cluster, as well as utilization of the data for analysis and advocacy purposes;
  • Contribute to implementation of beneficiary feedback mechanisms at IDP hosting sites;
  • Oversee protection and Age, Gender and Diversity (AGD) mainstreaming in all DRC SMC activities;

Site Management Policies and Representation:

  • Ensure project activities are implemented on time and in a quality manner
  • Support and contribute to DRC Somalia’s emergency preparedness and response at site and area level including, planning, reporting, assessments, coordination, messaging, relocations, and any other relevant activity.
  • Represent DRC in external forums relevant to the sector
  • Contribute to project development and the expansion of the Site Management Support team
  • Uphold and promote the use of the Minimum Standards for Camp Management in Somalia

Community participation and representation:

  • Establish, support and aid in the design of site management committees, recognising influence of ‘Camp Leaders’ in Somali context
  • Oversee and support representative committees and community groups, ensuring Inclusion is main factor in composition and any community based targeting

Site Service Coordination and Monitoring:

  • Design, support and establish decongestion initiatives in IDP sites
  • Identify any early warning signs of eviction and pre-empt with HLP initiatives
  • Support the work of other DRC sectors and external partners in jointly improving the site environment
  • Responsible for establishing and maintaining coordination amongst the key actors, including government representatives, UN agencies, international NGOs and national NGOs and other service providers groups and supporting existing coordination mechanisms.
  • Assist in monitoring, in close collaboration with Protection: all technical work carried out in the site setting, including water, sanitation and hygiene activities, construction activities, and any other activities implemented by DRC, as well as the activities of other organisations. Ensure all activities respect international standards for each sector.
  • Lead on information gathering, site prioritization and participatory assessments undertaken within the sites
  • Ensure accountability through ensuring access to static CRM, mobile CRM and information sharing with the community and service providers.
  • Contribute to donors reporting requirements, PDMs and ensure all data is collected and indicator tracking tools are updated regularly.

Qualifications and Experience

  • At least six years INGO experience, including at least three years in management or coordination in insecure environments.
  • Degree or Master’s in social or political sciences or relevant discipline
  • Significant professional knowledge of CCCM/SMC strategies, policies, and modalities.
  • Proven experience in strategic planning and organizational development.
  • Strong capacity in inter-agency coordination and networking.
  • Strong analytical, organizational, and management and leadership skills.
  • Demonstrated ability with project grants management, including project design, budget preparation, expenditure racking, monitoring and evaluation, reporting, supervision and performance.
  • Proven commitment to accountable practices and knowledgeable of quality assurance systems.
  • Hands on experience in leading staff in insecure locations and strong human ressource management skills in general.
  • Good communicator and proven diplomacy with all types of stakeholders.
  • Fluent and articulate in spoken and written English.
  • Ability to work independently, but also coordinate effectively as part of a team.
  • Ability to lead a multi-cultural team with a high level of respect for local culture.
  • Strong computer skills (MS Word, Excel, BI, Outlook and Power Point).
  • Ability and willingness to work and live in diverse, challenging and potentially unstable environments.

Conditions

Contract: One year contract with possibility of extension, subject to funding and performance. Salary and other conditions are offered in accordance with DRC’s Terms of Employment; Employment band Non-Manager F

Availability: 1st June 2022

Duty station: This position is based in Mogadishu – Somalia with 60% travel to field sites
