Context:

Under the direct supervision of the Regional Director (RD) for East and Horn of Africa in Nairobi and in close cooperation with relevant Units in Headquarters (HQ), the Chief of Mission (CoM) will be responsible for the overall operations of the Country Office, overseeing and providing policy and ensuring that programmes are designed and implemented in line IOM’s strategic objectives, as well as government and donor expectations.

The successful candidate will be IOM’s principal interlocutors with; the Government of Somalia at the Federal and State levels; United Nations (Specialised agencies, United Nations

Assistance Mission in Somalia (UNSOM), United Nations Support Office in Somalia (UNSOA)); African Union Mission to Somalia (AMISOM); international and national Non-Government Organizations and donors. S/he will be responsible for the full range of IOM services and the advancement of IOM’s role in providing specialist and programmatic support in dealing with such issues. In this function, the CoM will also be responsible for liaising with the RD and HQ on issues, concerns and opportunities relating to such interactions.

S/he will be responsible and accountable for developing and promoting IOM’s strategy and programming in Somalia within the overall regional framework and in view of the highly complex operational environment in Somalia.

The CoM will be responsible for the overall operations of the Country Office, ensuring that programmes are designed and implemented in line with government and donor expectations and that IOM”s reputation and profile is enhanced through its programmatic contributions to the country.

The CoM will ensure that staff welfare and security are addressed to the highest possible standard, and fully in line with IOM’s standards of employment and ethics. In light of Somalia’s high levels of corruption, particular emphasis will be required in the areas of fiduciary risk assessment and oversight.

Core Functions / Responsibilities:

Development and follow-up of Strategies, Policies, and Programmes

  1. Advocate and promote the Organization’s global position on migration issues, analyse migration trends, and identify opportunities for IOM activities in response to the evolving situation.
  2. Ensure the successful execution of ongoing programmes, including the development of robust oversight and support mechanisms to ensure the effective, efficient delivery of assistance in accordance with IOM, donor and government requirements.
  3. Ensure the implementation of the IOM Strategic Vision and the application of the Internal Governance Framework.
  4. Develop, clarify and contribute to IOM’s overall strategy and spearhead project development and implementation in Somalia, following appropriate consultation with the Regional Office, Headquarters, Member States and other relevant actors. Ensure IOM’s programmes in Somalia are dynamic and responsive to the evolving social, economic and political environment in the country, and that IOM’s contribution to the country is perceived by all stakeholders as relevant, cost-effective and conducted in a spirit of partnership.
  5. Stimulate, catalyse and support project development in Somalia through regular stakeholder consultations. Assess the appropriateness and effectiveness of programme development and fundraising and strategies and recommend process improvements.
  6. Play an integral role in migration policy discussions and ensure approved policies are appropriately integrated, in close coordination with national government authorities, UN agencies, as well as neighbouring countries such as Ethiopia, Yemen, Djibouti and Kenya.
  7. Advise the Regional Office and HQ on national policy and emerging migration issues, as well as government migration policies affecting the activities of IOM in Somalia and make recommendations or prepare proposals for appropriate action.
  8. Actively contribute to appropriate policy and operational United Nations Country Team (UNCT) inter-agency mechanisms, with a view to ensuring migration-related issues, are properly reflected in relevant UN operational frameworks (e.g. New Way of Working, Global Compact on Migration).
  9. Actively contribute within the Humanitarian Country Team (HCT) and other inter-agency planning processes and the overall humanitarian strategy.
  10. Direct and monitor the project planning, design and implementation in Somalia and give necessary support to the IOM sub-office(s). Evaluate IOM’s operational activities in Somalia and prepare recommendations with a view to increasing their effectiveness.

Resource Mobilization, Management, and Security

  1. Ensure the safety and security management of IOM personnel, facilities and assets in theSomalia mission is addressed, in coordination with the Regional Field Security Officer and that safety/security and oversight is provided throughout Somalia. Ensure the development and regular maintenance of Business Continuity Plans (BCPs).
  2. Exercise strong oversight of financial management, budget preparation, human resourcemanagement, and ensure timely reporting to donors.
  3. Ensure the establishment and strengthening of internal controls aimed at preventing fraudand mismanagement of all activities.
  4. Expand funding opportunities and in-kind contributions from non-traditional donor partners tosupport IOM programming within Somalia and globally.
  5. Actively participate in the Security Management Team meetings, representing theOrganization’s views and supervise the implementation of policies and procedures which give priority to staff safety and security.
  6. Report regularly to the RD and other interested partners on progress achieved and developments in Somalia. Prepare regular and specific narrative, impact, policy, financial, evaluation and statistical reports covering IOM activities; prepare briefings and background information requested by RO and HQ, the Government and other entities.

Representation of IOM:

  1. Develop and promote liaison with governmental authorities and diplomatic missions, international and regional organizations, Non-Governmental Organisations (NGOs) and voluntary agencies, airlines and public media in the region, particularly with view to identifying migration-related areas for developing common activities/projects in a complementary manner, identify needs and priorities for cooperation and project development as well as for fundraising purposes.
  2. Represent the Organization at national and international conferences and meetings.
  3. Develop public relations and media activities in order to promote IOM’s image and programmes.
  4. Actively contribute to relevant policy and operational UNCT interagency mechanisms.
  5. Support regional and international processes and dialogues on migration and contribute to the development of planning tools such as National Action plans, Stabilization and Poverty Reduction Strategy Papers, Migration Profiles.
  6. Support the regional and international processes and dialogues on migration, ensure the participation of government officials in these initiatives and promote IOM’s image and programmes.
  7. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Law, Political Science, Human Rights, Migration Studies, International Relations, Humanitarianism or a related field from an accredited academic institution with fifteen years of relevant professional experience.

Experience

• Excellent communication skills, both oral and written, ability to prepare and deliver speeches on various topics within the Organization;

• Effective resource management skills, sound knowledge of financial and business administration and of the principles and practices of management; ability to motivate, supervise and coach/direct staff;

• In-depth knowledge of the broad range of migration-related subject areas dealt with by theOrganization;

• Experience in programme planning, development and management, specifically in the humanitarian field relating to migration, returnees, refugee, IDP issues, Camp Coordination and Camp Management, showing increasing levels of responsibility;

• Experience in fieldwork in a challenging environment and community-based stabilization processes necessary;

• Proven experience in implementing projects in emergency, fragile and post-conflict political settings;

• Willingness to travel up to 60% of the time to very remote and isolated field locations and work in a diverse multi-cultural environment;

• Familiarity with the UN system;

• Strong and proven, liaison, negotiation and analytical skills;

• Demonstrated strategic and creative thinking; and,

• Proven experience in diplomacy, fundraising and public relations, as well as in liaising with governmental and diplomatic authorities and international institutions.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
