Building Resilient Communities in Somalia (BRCiS) is a Consortium of leading INGOs and National NGOs; convened to enhance the resilience of vulnerable communities in Somalia. The BRCiS Consortium was established in 2013 and has since implemented multi-year resilience programmes with funding from both DFID, World Bank and EU in more than 33 district in all States in Somalia. The Consortium’s approach balances a flexible community-driven resilience building initiatives with a strong emphasis on adaptive learning and innovation aimed at challenging the sector to deliver more effectively in addressing the most common shocks and stresses. The consortium members work in close collaboration with the Government at all levels. BRCiS has funding for the next two years with the likelihood of extension into new phases with multiple donors.

NRC is the consortium’s lead agency and its Chief of Party (CoP) leads the Consortium Management Unit (CMU), where she/he works with the members to provide overall leadership and strategic vision, as well as the delivery of a comprehensive set of activities to increase resilience of households and communities, through the consortium members. The CoP is responsible for the effective functioning of different governance structures that have been put in place such as Strategic Advisory Group, Project Steering Committee, Technical Working Group and work streams.

Duties and responsibilities

  • Provide overall leadership of the BRCiS programme through clear strategic vision and direction and strong management towards the achievement of results.
  • Direct leadership to the BRCIS Coordination Management Unit and enhancement of its working environment
  • Articulate a vision for the consortium, with its members, that ensures impact is greater than the sum of the parts
  • Establish and enhance pro-active BRCiS coordination structures, systems and processes and Effective functioning of different governance structures
  • Consortium strategy development and Leadership and strategic direction in developing new consortium programmes and approaches.
  • Ensure the highest standards of quality and accountability through compliance and adherence to NRC policies, guidance and procedures
  • Development of policies, strategies, tools and new approaches, with a focus on innovation and piloting in a way that ensures the consortia challenge themselves and finds ever greater return on investment.
  • Identify and harness the unique competencies of members and their collaborators to enhance programme delivery for the benefit of all.
  • Build a cost-effective business model with greater, more sustainable impact through purposeful collaboration within networks of local, national and regional actors
  • Travel to programme sites to engage with BRCIS staff and community members to monitor progress and adapt the programme’s approach as needed.
  • Identify key advocacy issues, develop and execute comprehensive consortium advocacy plan
  • CMU (Country Management Unit) and consortium members staff capacity building and technical support on resilience programming issues
  • Ensure that budget projections, spending, and reporting are in accordance with donors and NRC requirements and coordinate programmatic and budget revisions
  • Work with donors to influence and deliver against desired goals and objectives; reporting on progress against commitments.
  • Ensure that the resilience approach is better known, understood and celebrated at regional and global levels within relevant fora and networks
  • Represent, develop and maintain strong partnership with donors, line Ministries and key resilience stakeholders, including Civil Society, research and private sector partners that can contribute to portfolio development, influence and impact.
  • Ensure that learning and the outcomes of consultancies, reviews, workshops, evaluations and similar are shared and used by members to deliberately and constantly adapt programme implementation and development

  • Previous experience of leading and coordinating consortium with substantial funding and institutional donor support (DFID, EU, USAID, World Bank and other similar donors)
  • Applicable degree in international relations, business, economics or related field.
  • 5+ years’ experience of working as a senior Manager in a humanitarian, recovery and development context
  • Demonstrated knowledge and experience of resilience programming, strategic development and program design, planning, implementation, monitoring and evaluation;
  • Strong analytical skills, sound judgement and the capacity to think and plan strategically, including the ability to produce high quality policy materials for resilience implementation.
  • Proven understanding of the workings of international aid agencies, including the opportunities and constraints to greater impact at scale.
  • Experience of working in collaboration with diverse actors to enhance impact and sustainability.
  • Excellent technical writing skills in English language Including the ability to write high quality concept notes and technical sections for donor proposals
  • Experience in dealing with institutional actors and government authorities;
  • Demonstrated experience in logistics, procurement, HR and finance management, including grant compliance;
  • Strong M&E experience, including in complex programmes with high-profile evaluations;
  • Experience in organizational representation, coordination and liaison;

Contract Duration: 2 years, renewable subject to availability of funding

Start Date: Last week of September is preferred

Job Grade: 11

Travel: Regular travel to the field in Somalia and Nairobi (a family duty station)

Duty station: Mogadishu
