The Adventist Development and Relief Agency (ADRA) is a global humanitarian organization with a mission to work with people in poverty and distress to create just and positive change. ADRA Somalia belongs to the world wide network, comprised of more than 130 supporting and implementing country offices. ADRA Somalia is seeking to recruit Child Protection Expert to be based in Mogadishu with frequent travels to other parts of Somalia.

RESPONSIBILITIES :

Capacity Building

§ Support the design and organization required for assessments, baselines and evaluations for Child Protection

§ Identify training needs and develop a capacity development strategy/plans for Child Protection (CP) for project teams and partners as appropriate

§ Foster an understanding of the context – political, cultural and community expectations, within the CP and Programs team in Somalia and contribute to the development of contextually appropriate programme design

§ Contribute to country level contingency plans and support the integration of contingency planning for child protection in all program planning and proposal design, where possible

Programme Planning and Implementation

§ Contribute to the development of the CP strategic direction and plans for responding to children and at risk of being harmed

§ Work with the Program team to oversee implementation of CP project activities ensuring that services are delivered on time, on budget and in compliance with donor regulations

§ Ensure that CP partner field staff understand the requirements for implementation

§ Work with the Program team to develop detailed implementation plans (quarterly, monthly and weekly activity plans) to achieve expected results

§ Prepare timely and high-quality programme and donor reports on project activities in compliance with internal requirements and any relevant external donor requirements

§ Work with the Project Manager to identify appropriate partners for implementation of child protection responses

§ Support in reviewing partner narrative and financial reporting as well as MEAL data

§ Undertake ongoing capacity assessments of partner, reporting areas for development

§ Identify needs and gaps in programming and proactively suggest new activities to enhance the protection activities

Monitoring, Evaluation, Accountability and Quality

§ Actively monitor Child Protection programme activities at field level, ensuring quality of implementation and flagging concerns to the Project Manager

§ Input into the development of MEAL and indicator tracking plans including MEAL data tools as necessary to monitor project progress

§ Work with MEAL Specialist to ensure appropriate, timely and accurate data collection against agreed indicators to enable both internal and external reporting

§ Work with MEAL team to identify and incorporate project suitable accountability mechanisms

§ Lead CP discussions with communities and beneficiaries on programme design and project review

Coordination and Advocacy

§ Represent ADRA in cluster/coordination/Working Group meetings (Protection/child protection) and other coordination forums.

§ Continuously identify and document child protection issues in Somalia and ensure that relevant stakeholders and duty bearers are informed

§ Contribute to the development of case studies for the purpose of reporting, advocacy and media efforts

Qualifications, Experience and Attributes:

  • At least 5 years of working experience in Child Protection in emergency, fragile state or development programmes
  • Relevant university degree (preferably Post-graduate) in social work, social sciences, development or other relevant field
  • Excellent knowledge and skills in child rights, child protection, child/youth/community resilience, psychosocial support, community/youth development and mobilization, especially in an emergency context
  • Experience working with at-risk children and families,
  • Experience of remote managing programmes in complex settings
  • Proven capacity to coordinate, and coach staff in Child Protection skills and programme management Experience of, and commitment to, working through systems of community participation and accountability
  • Ability to analyse information, evaluate options and to think and plan strategically
  • Ability to write clear and well-argued assessment and project reports
  • A team player who can work collaboratively and with people of diverse backgrounds
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • A high level of written and spoken English and Somali
  • Commitment to and understanding of ADRA’s core values and principles including rights-based approaches
