About the Job
The Communication Officer 3 supports the orientation, planning, monitoring and evaluation of the delegation’s communication and provides technical support to the field communication team. S/he supports in representing the ICRC externally and to building the necessary understanding, acceptance and support of the ICRC among key stakeholders in Somalia. Communication Officer 3 supervises the field communication officers based in Somalia offices.
This is a national/resident grade B3 position based in Mogadishu, Somalia.
Duties and Responsibilities
· Contributes in defining communication objectives, strategies and plans of action for the sub-delegation’s area, in line with the delegation priorities and communication/prevention strategy
· Supports the development as well as implementation of strategies and corresponding plans of action to meet operational communication needs for each field structure and ensures their integration across programmes
· Assesses operational communication and community engagement gaps, needs and opportunities at field level
· Supervises and supports the implementation of operational communication and community engagement activities carried out by communication field officers
· Designs and rolls out a community engagement strategy and a plan of action in coordination and support of assistance and protection activities
· Collaborates with Risk Management Unit in efforts aiming to create, develop and anchor a feedback mechanism of communities and beneficiaries on ICRC services and to promote accountability to affected populations
· Advises and coaches volunteers and officials from the Somali Red Crescent Society (SRCS) on operational communication activities
· Supports IHL dissemination activities and supports the implementation of strategies, programmes and action plans related to the dissemination of IHL in the office’s area of responsibility
· Assists in specific dissemination and information/communication projects and programs
· Contributes to the preparation and drafting of information materials (press releases, newsletters, fact sheets, AV materials)
· Supports communication-related training and coaching for field-structure staff and/or other departments when needed.
· Works to enhance ICRC acceptance and promote IHL by representing the ICRC to relevant audiences
· Identifies and monitors a variety of public sources that are relevant for the ICRC on issues related to the delegation’s communication and operational objectives
· Ensures daily Somali media environment scanning and analysis and produces weekly monitoring reports
· Reports efficiently and concisely on the selected information by providing quantitative and qualitative analysis and a description of the dynamics observed in public sources
Minimum qualifications and required competencies
· Bachelors degree or equivalent in a relevant field such as Communication, Humanitarian action, English, International relations or Journalism
· 5 years’ work experience in public communication and/or field operational communication
· Sound knowledge of the political, Social and media environment of the region
· Excellent communication, presentation, interpersonal and organizational skills
· Excellent command of Somali and English language
· Computer proficiency in MS Office and familiarity with digital communication tools
· Flexibility and willingness to travel extensively in Somalia
