Overview of position:

  • On 27 May 2021, the Federal Government of Somalia (FGS) & the leaders of the Federal Member States (FMS) signed an agreement to create Goodwill Ambassadors (GWAs), a 13 member group assigned to promoting the importance of Somalia securing the minimum 30% quota for women ‘s representation in both Houses of the Federal Parliament.
  • On 24 July 2021, the GWAs were appointed by Prime Minister (PM) Mohamed Hussein Roble. The GWAS are led by the Chairperson of the Somali National Women’s Association, Batulo Batulo Shekh Gabale.
  • So far, the GWAs have Facebook & Twitter accounts to raise awareness of their work & engage with the Somali audience to promote the minimum 30% but these platforms are poorly maintained with limited content & low engagement from the public.
  • The purpose of this assignment is to provide direct support to the GWAs by raising the profile of them & their work through a steady & continuous stream of output for dissemination on the GWAs’ social media platforms (Twitter / English & Facebook / Somali), including both material on their activities as well as reposting or reversioning relevant material from other related social media accounts.

Role objectives:
Under the supervision of the Senior Project Manager & with the support of UNSOM / SCPAG, s / he will responsible for the following tasks:

  • Coordinate curation of the GWAs’ social media platforms with fresh & engaging material on a daily basis, in order to grow the number of followers & public engagement (including in both languages, Twitter / English & Facebook / Somali).
  • Lead in producing engaging messaging products (eg. social media cards, wrap ups of GWA activities, social media videos, photos, etc.).
  • Produce a monthly planning calendar for output on the social media platforms.
  • Liaise with the GWAs on their activities in order to plan for content gathering & output.
  • Coordinating GWAs promotional trips to FMS to gather content.
  • Provide guidance on social media best practices to the GWAs.
  • Support GWAs’ communications teams on best practices for the creation of digital content & the management of social media platforms to increase reach & engagement in a sustainable manner.
  • Lead in engaging with the press, including writing press releases for journalists & monitoring the media to update the team on any relevant news related to the minimum 30% quota for women.
  • Provide technical support in organising online evenm, such as press conferences & promoting them online.
  • Coordinate any other task related to social & digital media presence & engagement requested on demand to meet the needs of the GWA’s communications team.
  • Specific deliverables expected from the consultant:
  • Significant increase in followers, reach and engagement on GWAs’ Facebook & Twitter account.
  • At the end of the assignment, the consultant is expected to draft a final social rnedia report containing analytics on growth in both accounts observed during the 3 month period.
  • Indicators to evaluate the individual contractor’s performance:
  • Creativity around proposed ideas to improve GWAs digital presence & coverage of their activities and thematic interests (eg. greater women’s, participation in public life in Somalia).
  • Timeliness & quality of work provided, including timing of posting and quality of content.
  • Efficient production of social media.

Project reporting:

  • This role works under the supervision of the Senior Project Manager & with the support of UNSOM / SCPAG.

Key competencies:

  • Bachelors Degree in Communications, Social Sciences, International Development or other relevant discipline is required.
  • 5 years’ work experience in public communication & / or field operational communication is required.
  • Sound knowledge of the politial, social & media environment of the region is required.
  • Experience working in Somalia & / or in fragile & conflict affected states in communications & knowledge management is an asset.
  • Excellent communication, presentation, interpersonal & organisational skills.
  • Excellent command of Somali & English language.
  • Computer proficiency in MS Office & familiarity with digital communication tools.
  • Ability and willingness to travel across Somalia.

Team management:

  • This role has no team management responsibility.
