Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Ethiopia, Kenya, Tanzania, Uganda, Somalia and Haiti. Action Against Hunger-USA has over $110 million in programs, and approximately 1,700 staff based in the various country offices and New York City, Washington D.C and Horn and East Africa Regional Office in Nairobi. Additional growth is anticipated.

Summary of position

The Consortium Finance Manager will support a Consortium of partners implementing the health and nutrition program by ensuring that the financial and grants management and related information systems are in place and functional. He/She will be responsible for implementing an inter-agency fraud risk prevention, mitigation and response plan. The position will be responsible for receiving and reviewing partner expenditures and reports and preparing consolidated financial reports for the donor. The position will be expected to work outside the normal hours and exhibit a high degree of flexibility.

Key activities in your role will include:

  • Coordinate the financial aspects of the multi-partner program(s) implemented by the consortium in line with donor(s) requirements.
  • Ensure forward planning and preparation for donor reporting, adherence with donor and consortium requirements and timelines, and timely submission of sub-grantee reports.
  • Ensure that financial management systems and records are effective and robust in order to identify and protect the assets and interests of the consortium.
  • Consolidate cash flows, reporting templates, and financial plans throughout the project life.
  • Review and monitor budgets to support financial stability, efficiency and value for money.
  • Maintain a filing system for financial and accounting deliverables to facilitate access during internal and external audits.
  • Monitor budget burn rates and recommend appropriate action in the event significant variances are observed.
  • Ensure that all financial records and accounts are compiled on time, accurately and in line with international accounting standards and donor regulations.
  • Collaborate in generating budgets and supporting partners in their respective budgets, including analysis of spending patterns and actively participate in budgeting.
  • Liaise with HQ/ HEARO office and other relevant offices on accountancy closure and balance sheet management.
  • Build stronger systems and improve controls to protect resources of the consortium, as well as support system changes and upgrades for finance systems.

Requirements

  • University degree in business or finance; Professional qualification in Accounting or Finance would add advantage.
  • Minimum 5 years Finance experience preferably in INGO/NGO is mandatory.
  • Experience working with International NGO’s, UN agencies, line ministries and/or local authorities, in complex emergencies;
  • Demonstrated data management and analytical skills, with demonstrated experience in managing financial systems.
  • Ability to provide technical support and feedback with a high degree of tact and diplomacy.
  • Excellent communication, facilitation, interpersonal and representation skills.
  • Experience working with International NGO’s, UN agencies, line ministries and/or local authorities, in complex emergencies.
  • Ability to provide technical support and feedback with a high degree of tact and diplomacy.
  • Self-motivated, result-driven and reliable.
  • Excellent skills in financial data analysis and report writing.
  • Demonstrated experience working with multiple partners and stakeholders.
  • Professional proficiency in spoken and written English is required.
  • Previous experience in Somalia desirable.
