Health Poverty Action (HPA) has received funding from the European Commission for the implementation of the Somaliland Termination Oppression of women and girls Programme II (STOP II). STOP II consists of interventions against sexual and gender-based violence (SGBV) in Burao and Ainabo districts, Togdheer region of Somaliland.

Objectives of the Baseline Survey

  1. To assess the current levels of knowledge, attitudes and practices of community members in the areas of SRH and GBV in the target areas
  2. To collect data related to the indicators and establish the baseline values of all project indicators in the project log frame, to later monitor progress of the project

Specific tasks to be done by the consultant

The baseline survey will include undertaking the following key tasks:

  1. Develop an inception report/ a survey protocol that clearly defines the methodologies for sampling, data collection, entry, cleaning, compilation, analysis and report writing. HPA will need to approve proposed methodologies, procedures and instruments before their finalization.
  2. Develop appropriate survey instruments that include questionnaires, focus group discussion (FGD) topic guides, in-depth interview questionnaires, etc. Prior to survey implementation, HPA will review tools and methodologies and approve their use. The data collection tools will be developed in English and translated to local language (Somali) after incorporating HPA’s feedbacks on the drafts. The English as well as the translated Somali versions will be submitted to HPA for feedback. These tools will be field-tested and inputs of the pre-test will be incorporated.
  3. Train, supervise and manage data collectors.
  4. Organize and implement the survey.
  5. Compile and collate the data collected, both qualitative and quantitative.
  6. Analyze the data and make a comparative analysis of the findings (status of relevant indicators) with regional and national estimates.
  7. Develop a draft survey report and submit to HPA for feedback.
  8. Produce a final report, incorporating feedback from HPA.
