Introduction

Diakonie Katastrophenhilfe (hereafter DKH) is a German international humanitarian assistance agency with its headquarters in Berlin. It has regional offices in Africa, Asia, and Latin America, as well as country offices in its priority countries, which are responsible for the coordination of aid programs. DKH’s operating model is structured around implementing projects exclusively through a network of local partner organizations. As such, DKH’s core business is partner support and partner strengthening.

The ToGETHER programme aims to support localized humanitarian action in eight countries, including Somalia. The programme is looking to support the capacity strengthening of the Local Humanitarian Partners (LHPs). To sufficiently apply these standards, project staff & the LHPs staff that are directly involved in the ToGETHER programme will be capacitated. Taking this into consideration, DKH is planning to conduct a Resource Mobilization workshop for both DKH country project staff and partner staff with different ranges of experience and professional backgrounds.

Purpose and objective of The Assignment

Diakonie Katastrophenhilfe registered as Diakonie Emergency Aid in Somalia is seeking a facilitator for 8 weeks with 5 working days per week. The breakdown of the time frame is as follows; 2 weeks preparatory work to the workshop, a 4 days’ thematic workshop with specific focus on Resource Mobilization and 5 weeks for reporting and follow up meetings with the 5 LHPs.

The objective of the consultancy is to develop a resource mobilization strategy and establish a clear overview of current and potential funding opportunities for the LHP to increase the long-term sustainability of the LHPs.

Specific tasks

  • Review the LHPs current strategy; work plan; project proposals, and access to funding to better understand the needs and help position the organizations for resource mobilization.
  • Consult with the LHPS team to understand the vision, mission and focus areas of the organization.
  • Map donors’ strategic areas of interest and explore opportunities for partnerships from emerging donors working in low- and middle-income countries (LMICs) and Humanitarian sector.
  • Develop a plan to engage new donors (traditional and non-traditional).
  • Develop objectives for fundraising, methods, strategies and focus (bilateral, NGO sector).
  • Assess the quality and quantity standard of funding for individual LHPs
  • Develop a summary fundraising web content
  • Develop fundraising guidelines.
  • 3.Deliverables
  • A comprehensive resource mobilization strategy that includes an overview of the situation, a critical analysis of past fundraising experience, explores future opportunities and strategies, and outlines a timebound action plan to systematically research and raise funds for first 2 weeks of the assignments.
  • An annex that maps donor interests worldwide – particularly in low- and middle-income countries (LMICs) – priorities, funding windows, typical funding amounts, focal points, samples of successful project applications, and points to clear actions that should be taken to mobilize resources and develop and maintain relationships with donors.
  • Develop a brief fundraising web content.
  • 4.Methodology

The assignment will cover the following aspects:

  • Conduct a desk review to collect relevant resource materials that will be required for the Resource Mobilization training
  • The training manual should be designed in an interactive manner, with exercises adapted to fit a diverse level of knowledge from the LHPs participants.
  • Pretest and post-test there should be pretest and post-test questions to be administered to the trainees to measure their level of understanding of the training.
  • Facilitate group discussions related to the training and participants to present the outcome of the group discussions to the wider group.
  • 5. Location and Duration

The workshop will take place in Mogadishu for 5 days preferably in July/August 2022. four days after signing of the contract, the consultant will provide Diakonie Katastrophenhilfe with a plan for implementing this consultancy that will articulate the overall requirements of the ToR, including proposed methodology, work plan with clear timelines, and financial statement.

Required education, experience and competencies

  • Advanced university degree in Social Sciences, Development, Planning, Business Administration, Communication, or Fund Raising and Organizational Development
  • At least Five years reginal/global experience in the development sector –– and proven experience on mobilizing funds for civil society.
  • Excellent knowledge of key donors focused on LMICs.
  • Experience of working in multicultural contexts.
  • Strong analytical, strategic thinking and planning skills and ability to work under tight deadlines.
  • Proficiency in English. Somali language would be an advantage.
  • 6.Award criteria

Consultants who meet the requirements should submit a technical and financial proposal which should include the following:

    • A Cover Letter, including commitment to availability for the entire assignment. – A Technical Proposal detailing the consultant’s understanding of the task, proposed methodologies, tools and deliverables, proposed workplan and the composition of the consultancy team to be engaged. – Financial Proposal with detailed budget breakdown in USD and including VAT – Updated curriculum vitae of facilitator or CV of facilitation team, that clearly spell out qualifications and experience.

At least 3 references from previous and a similar work.
