Background

Health policy & planning, as well as emergency and outbreak responses in any country depend on the availability of health data. Health managers rely on timely and accurate information to assess the utilization of services, the effectiveness of operations and to monitor prevailing health conditions in the community. UNICEF Somalia continues to support the strengthening of routine HMIS data collection at facility level, as well as the management & use of data at all levels and in different organizations and is aiming to address the challenge of the timely availability of reliable, accurate and validated information.

Purpose of Assignment

The overall objective of the advertised position is to support UNICEF Somalia country and zonal offices with the analysis of program data. The successful candidate will support the existing system for monthly collection of activity data from respective implementing partners. S/he will support the zonal offices in data analysis and providing feedback to partners. In addition, the IM & Data analysis Manager will enhance the use of data for program performance within UNICEF. Towards this effort, the officer will work closely with the UNICEF program staff in both country and zonal offices. The position also includes collaboration and supervision of the GF IM Health officer in UNICEF Somalia Support Centre (USSC) and the IM Manager will provide inputs and support for SitReps, program proposals, donor reports and other documents when and as required. S/he will be based in Nairobi and support the program activities with travel to Somalia when required. The position will report to the Chief of Health.

Specific Tasks & Objectives

The assignment includes:

  • Support zonal offices in the collection & collation of program activity data.
  • Provide analysis of activity data and circulate feedback to UNICEF offices and IPs.
  • Monitor and evaluate program implementation and provide feedback to UNICEF offices and IPs.
  • Provide data analysis, dashboards and narrative for donor reports as required.
  • Preparation of monthly SitReps and contribution to proposals.
  • Support HMIS meetings and training activities as required.
  • Provide technical guidance for upcoming DHIS indicator review.
  • Work closely with and support / supervise the GF IM Health Specialist with DHIS data analysis and data quality improvement measures.
  • Maintenance of data platform for country & zonal offices on UNICEF ECM platform.
  • Maintenance of PowerBI dashboards for DHIS datasets on the UNICEF ECM platform
  • Training of zonal & country office staff in how to use the above tools.

Deliverables

  • Monthly analysis of program activity data, including feedback to zonal offices and IPs.
  • Quarterly analysis of IP activity data and feedback to IPs in the form of emails and regular scheduled face-to-face meetings.
  • Monthly SitRep reports.
  • Donor reports as per schedule.
  • UNICEF internal reports as per schedule
  • Support for donor proposals and PD development as required.
  • Oversee and provide technical guidance for upcoming DHIS indicator review:
  • Compile a list of DHIS indicators that require revision and circulate to ministries and DHIS consultant prior to the review process.
  • Provide situation and handover report to DHIS consultant.
  • Participate in DHIS review meetings.
  • Cooperate with and supervise the GF IM officer with regards to the following issues:
  • Use of DHIS data for data quality checks and audits, as well as cross-referencing of program activity data.
  • Data quality feedback to MoHs and regional & district DHIS managers.
  • Improvement of DHIS recording & reporting tools.
  • Preparation of required GF DHIS reports and DHIS data quality audit reports based on internal validation rules.
  • Maintenance & update of health data platform on UNICEF ECM.
  • Maintenance & update PowerBI DHIS dashboards on UNICEF ECM.
  • Train and support health staff in both country and zonal offices how to use the ECM platform.
  • Capacity building of zonal staff in basis data analysis.
  • Contracting and supervision of IT staff for maintenance of AWS server hosting the DHIS2 platforms.
  • Supervision of AWS server contract, including monthly payments.
  • Cooperate with PSI in the development of (electronic) supervision templates and (data) audit tools.
  • Support MoH capacity building in data quality reviews and data quality audit reports.

Duration & Remuneration

The assignment is for 12 months; salary will be paid on monthly basis.

Supervisor/overall responsibility

The officer will be supervised and guided by the Chief of Health, UNICEF Somalia.

Qualifications & Specialized Knowledge

Education:

Advanced university degree in medicine, public health, social sciences, statistics, planning development, and/or related field is required. Degree in epidemiology or biostatistics will be an added advantage.

Experience:

  • Essential: Master’s degree in Public Health (MPH) / medical statistics / epidemiology or an equivalent degree from a recognized University or College including any equivalent experience. At least 3 years of work experience with management information systems in large organizations or at country level. Experience in Somalia or other conflict / post-conflict countries is an added advantage. Demonstrated experience in data collection, data analysis as well as preparing reports and presentations. Sound knowledge of DHIS, data analysis and management. Good interpersonal and communication skills and good analytical skills. Solid experience with common Microsoft Office packages and advanced MS Excel skills and experience working with large datasets required. Good working knowledge of PowerBI is an advantage. Statistical analysis applications (SPSS, Stata) desired, but not essential. Knowledge and understanding of the UN system and capacity to promote consensus and establish positive working relationships and work in a team. Integrity, tact, discretion and demonstrated sensitivity to cultural differences.
  • Desirable: Familiarity with the work of UN agencies in health system strengthening.

Skills:

Excellent coordination, communication, cross-cultural and negotiation skills. Ability to convene and work with all relevant as part of a team. Gender sensitivity and understanding of cultural diversity issues. Capacity to work under pressure and with a high degree of independence.

Conditions of Work

The officer will be based in USSC Nairobi. Field missions to Somalia will be planned when required.

Exit & Penalty Provision

This contract may be terminated by either party before the expiry date of the contract by giving notice in writing to the other party. The period of notice shall be one month, however, on grounds of misconduct by the staff, UNICEF shall be entitled to terminate the contract without notice.
