BACKGROUND
Managed and run by NRC’s ICLA programme, the Protection and Return Monitoring Network (PRMN) is a coordinated system of humanitarian agencies providing a range of protection services designed to inform humanitarian planning, trigger appropriate protection responses, facilitate advocacies at different levels and enhance assessment capacity across Somalia. It serves as a platform for identifying and reporting displacements, in some cases returns, and protection incidents occurring as a consequence thereof. On an overall, PRMN seeks to achieve three central outcomes: Availability of information necessary to inform responsive and strategically targeted humanitarian response in Somalia, enhanced access to emergency protection assistance for populations victimized by serious protection incidents, and joint multi-sectoral assessment facilitated. Major service components include displacement and protection incident monitoring, provision of emergency protection assistance, referrals, post-return monitoring, service mapping, protection incident monitoring, ongoing assessments, as well as alert and reporting in real-time.
OBJECTIVE
Having operated for more than a decade without a formal evaluation, an external evaluation recently commissioned has been finalized and the text of the final report is now ready for professional graphic design. The objective is of the consultancy is to:
- Upgrade the layout, structure and presentation of the 61-page PRMN evaluation report, and
- Extract the Executive Summary from the main report and design it into a separate document
DELIVERABLES
o Graphic designed version of the full PRMN evaluation report
o Graphic designed of the Executive Summary document
WORKING ARRANGEMENT
o The consultant will work remotely to deliver the project
o A unique combination of NRC and UNHCR colors will be used throughout the report
o NRC will share a set of project photos from which the consultant will choose
- The Consultant/s will be hired under NRC terms of employment and shall work under the direct supervision of the Head of Programme for Somalia or his designate for administrative and management purposes.
Required Qualifications and Experience
The consultant, firm or individual, is expected to meet the following minimum requirements.
o Minimum of three (3) years’ documented experience in the area of graphic design, and working with humanitarian organisations.
o Track record of successful similar projects undertaken that are relevant to the requirements of this consultancy. Formal academic qualification will be desirable.
o Experience in working on reports focused on Somalia

Limitations of Scope
- The consultant is not authorized to speak on behalf of NRC unless expressly authorized by NRC in writing.
- The consultant shall represent himself/herself/themselves, vis-à-vis his contract as an International Consultant to the NRC Somalia program.
- NRC shall have full ownership of the product and the design following completion.
