Establishing accurate and timely hydro-meteorological climate information services is essential to minimize human and economic losses and safeguard the financial gains that the country has achieved this far (MoEWR, 2021). As such, high-quality Hydro-Meteorological (Hydromet) data and information must play an essential role in all sectors of the country’s economy, including Federal and Member State Government development policies and plans. For example, the National Development Plan (NDP-9:2020-2024) requires effective natural resource management, which strongly depends on the effective use of data and information in decision-making.
The Strategic Objective 13b of NWRS states that a national hydro-meteorological service centre, based in Mogadishu and bridging the access to data and the utilization of information by users, will be established. The strategy aims to improve the levels of monitoring that produce hydrometeorological and environmental data and information and to strengthen the systems and approaches that make this data and information accessible.
