Overall Purpose of the Role:

The Country Manager for ReDSS Somalia provides overall leadership and guidance in the implementation of the ReDSS agenda in Somalia. Specifically, the ReDSS Somalia Country Manager is responsible for translating the overall ReDSS strategy into Somali-specific interventions that are relevant to the context. Moreover, the Manager is responsible for overseeing and coordinating the implementation of the different interventions and initiatives on durable solutions in the country in line with the country-specific plans. The Manager is also responsible for the overall relationship management with internal and external stakeholders including ReDSS Somalia collation members, donors, and government officials. Finally, the role encompasses providing day-to-day administration as well as supporting project implementation.

Responsibilities

Overall management and coordination

  • Provide overall leadership of the ReDSS Somalia Unit
  • Take the lead in the representation of the ReDSS Somalia Unit with all stakeholders.
  • Ensure strong leadership and clear communication of vision, strategies, procedures and guidelines
  • Provide overall guidance and support in the process of evidence generation and translation
  • Cultivate and encourage a positive, innovative and mutually supportive team spirit amongst the ReDSS Somali Unit (RSU) team

Strategic leadership

  • Translate the ReDSS strategy into relevant interventions that can be implemented in Somalia
  • Develop, monitor, review, and report on ReDSS Somalia Unit’s work plan and key deliverables
  • Advise the ReDSS Regional Manager of strategic opportunities to further the ReDSS overall goal in Somalia based on the changes in the operating context including potential themes/needs to fundraise around
  • Take the lead in the review of the results of the implementation of the ReDSS Strategy in Somalia and provide actionable recommendations on what needs to be improved

Relationship management

  • Take the lead on the overall ReDSS’s internal and external coordination and representations in the country in close liaison with the ReDSS Regional Manager and the ReDSS Solutions Coordinator
  • Develop, monitor, review, and report on ReDSS Somalia Unit’s stakeholder engagement strategy that includes coalition members, donors, and government entities at the Federal, Federal Member State, and local levels of administration in Somalia
  • Develop and maintain good working relationships with partners and stakeholders
  • Convene ReDSS Somalia Unit Coalition member meetings and periodically share necessary updates from the Unit
  • Take the lead in one-on-one engagements with relevant stakeholders including coalition members, donors, and government officials
  • Represent ReDSS Somalia Unit at relevant meetings including those led by the Government such as the National Durable Solutions Technical Working Group

Project Implementation Support

  • Contribute and support the development, implementation, review, and reporting on ReDSS Somalia Unit’s evidence generation and translation plans
  • Contribute and support the development of concept notes for research and capacity development interventions
  • Support the ReDSS Somalia Unit team to conduct learning events and training sessions
  • Support the ReDSS Somalia Unit team to develop briefs, reports, and other evidence-generation and translation tools to influence policies and programme interventions relevant to durable solutions

Qualifications and Experience

  • Minimum 6 years of experience in similar positions involving knowledge management, research, evidence building; analysis, and coordination of a consortium of partners
  • Strong knowledge of the socio-economic and political dynamics of the region; more specifically on displacement trends with a demonstrated ability to manage politically sensitive contexts
  • Strong experience in translating evidence and research into programming and policy guidance
  • Solid experience in capacity development of a wide range of actors including adult learning, mentoring and coaching, training of trainers, and impact monitoring of capacity development activities
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization

Required skills

  • Strong analytical and writing skills with proven experience in producing high-quality research and policy briefs with the ability to present complex information in a simple and accessible manner
  • Excellent coordination, interpersonal facilitation, and communication skills to build trusted relationships with various humanitarian and development partners, donors, Government agencies, etc.
  • Good IT command, close familiarity with the maintenance and management of template-style websites, and experience of applying ICT (information communications technology) to knowledge management
  • Flexibility, proactive engagement, ability to work under pressure, and demonstrate a high tolerance for change, complexity and unpredictability

Conditions

Contract: 12 months with the possibility of extension, subject to funding and performance. Salary and other conditions are offered by DRC’s Terms of Employment for National Staff; Employment band Management F

Availability: 1st December 2023

Duty station: This position is based in Mogadishu
