The Canadian Red Cross is looking for a Country Representative, Somaliland. The Country Representative is the most senior representative of the CRC in Somaliland with supervisory and managerial responsibilities. All CRC’s interventions in the country will be framed by the International Operations Strategy 2020 to deliver in the Last Mile. Reporting to the Head of Region, Africa or their designate based at the National Office in Ottawa and working with the CRC’s Global Health Unit (GHU) as well as technical advisors from Movement Partners, the Country Representative will be responsible for representing CRC in Somaliland as well as for the overall oversight and management of programs funded by CRC/Partners (IRC/SRC/FRC) in-country.

The Country Representative will have strong technical capacity in community-based health and community-based surveillance and will be responsible for guiding and overseeing the implementation of the project as well as any other CRC programs in the country to a high level of quality in line with the CRC Strategy and policies in a timely, efficient and effective manner. This includes, but is not limited to, planning, designing, implementing, monitoring, reporting and revising activities and timelines of CRC/Partner interventions in the country ensuring progress towards goals and objectives. Responsibilities will also include providing technical support to SRCS in implementation of activities, being the budget holder for all CRC operations in Somaliland, financial management and oversight, and troubleshooting as required.

The Country Representative will work in a collaborative manner with SRCS and other RCM partners, including the IFRC, ICRC and Partner National Societies, as well as other humanitarian organizations and governmental bodies as required. The Country Representative will represent CRC at all levels of its strategic and operational engagements in the country including meetings and coordination platforms with National Societies working in Somaliland, IFRC, ICRC, donors, other humanitarian and development organizations as appropriate, as well as the Government of Canada. The Country Representative will receive technical support from CRC and Partners.

In this role you will:

  • Be responsible for representing CRC in Somaliland as well as for the overall oversight and management of programs funded by CRC/Partners (IRC/SRC/FRC) in-country.
  • Be responsible for guiding and overseeing the implementation of the project as well as any other CRC programs in the country to a high level of quality in line with the CRC Strategy and policies in a timely, efficient and effective manner.
  • Provide leadership, management, mentoring, and coaching support in all areas related to CRC’s activities particularly in project management including planning, budgeting, monitoring and reporting.
  • Provide technical support to SRCS in implementation of activities, being the budget holder for all CRC operations in Somaliland, financial management and oversight, and troubleshooting as required.
  • Work in a collaborative manner with SRCS and other RCM partners, including the IFRC, ICRC and Partner National Societies, as well as other humanitarian organizations and governmental bodies as required
  • Represent CRC at all levels of its strategic and operational engagements in the country including meetings and coordination platforms with National Societies working in Somaliland, IFRC, ICRC, donors, other humanitarian and development organizations as appropriate, as well as the Government of Canada.
  • Maintain and foster positive and constructive relationships and coordination with all partners and stakeholders adopting a consultative and solutions-oriented approach.
  • Ensure effective management of personnel, maintaining and fostering a positive and effective working environment

We’re looking for:

  • Post-graduate level education in medicine, public health or epidemiology is an asset.
  • Previous international experience working in the field of community-based health, community-based epidemic surveillance, prevention, early warning, and contingency planning.
  • Previous RCM experience is required along with a demonstrated commitment to the Fundamental Principles of the RCM.
  • A minimum of 5 years of experience working in emergency, conflict or post conflict contexts.
  • Proven skills and experience in project management including RBM tools, monitoring plans, finance and risk management, and narrative and financial reporting in accordance with donor requirements.
  • Proven experience in overseeing program and operational budgets.
  • Proven experience in effective country-level planning and building strong relationships with a wide variety of stakeholders.
  • Knowledge of emergency contexts including specific issues related to community-based health.
  • Knowledge and professional skills in the field of epidemiology, global health, community-based health and community based epidemic surveillance, prevention, early warning and contingency planning.
  • Mobile data collection knowledge an asset.
  • A natural team leader with exceptional interpersonal, diplomatic and communication skills.
  • Ability to work in a multicultural environment; strong sensitivity to intercultural effectiveness and relations.
  • Training in gender and emergencies is an asset.
  • Experience working in Africa is an asset.
  • Resilience and ability to think clearly and rationally in stressful situations in a constantly evolving environment.
  • Proficiency in written and spoken English is mandatory.

Working Conditions

This is an unaccompanied position based in Hargeisa, Somaliland. Somaliland lacks some basic infrastructure and social services and a significant percentage of the population lives in poverty. The security situation is considered volatile and unpredictable. Security rules and regulations are outlined by IFRC whom the CRC comes under for security and must be adhered to.

This is a field-based position. Working in countries of operation is very demanding, both physically and psychologically. Difficult working conditions are expected, including the following:

  • Issues of access and mobility due to the security context.
  • Personal isolation as few RCM delegates or international personnel are located in Hargeisa.
  • Long hours of work in a demanding context with limited resources.
  • The ability to work in a high risk, fluid and evolving situation may be required, as is the ability to work in stressful and often ambiguous conditions.
  • Basic living conditions that may include intermittent electricity, Internet and other basic services
  • CRC supports a safe working environment and comfortable accommodation, however, as in all contexts, delegates must be aware and responsible for their personal safety and that of employees under their supervision.
  • In some contexts, legal frameworks and institutions to enforce the rule of law are largely undeveloped.
  • In some remote areas access to healthcare could be limited or non-existent.
  • Periodic travel by road to the project implementation sites.
  • Travel to Nairobi for partnership meetings will be required.
  • All CRC delegates must be cleared by the Travel Health Team with full medical and vaccination clearance.
