The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Central Somalia (Galmudug, Puntland and Southwest regions) and Banadir implementing interventions in the areas of livelihood, WASH, Governance, and peacebuilding, GBV, Nutrition, education and health reaching out to more than 200,000 conflict and drought affected people.

SCOPE OF WORK:

Under the direct supervision of the Medical Officer and the HMIS Officer, the data clerk is responsible for expediting data collection and entry while ensuring accuracy of data and submitting to the HMIS Officer for further compilation, analysis, and reporting. S/He is expected to update the comprehensive Online Management effectiveness tool (COMET), ONA and COMCARE system regularly as needed.

KEY RESPONSIBILITIES

  • Under the direct supervision of the Medical Officer, work closely with the HMIS Officer & the IRC Health staff in managing the Health Facility database
  • With the support of the Medical Officer, submit Weekly and monthly HMIS reports to the HMIS officer
  • Cross check the data with the registers for accuracy before submitting the reports
  • Conducting monthly review of registers and forms from the health facilities to ensure accuracy and quality before data is submitted.
  • Liaise with the various health service units (OPD, EPI, ANC/PNC, and pharmacy) to get accurate data in a timely manner
  • Ensure that the health facility data is always kept up to date while liaising with the HMIS Officer in case of any errors identified
  • With the support of HMIS officer, support the Medical Officer to monitor the project indicators against facility work plans
  • Participate in assessments/surveys and routine collection of field data
  • Develop and maintain an accurate filing system of project records
  • Carry out data triangulation and validation at facility level and generate HMIS tools’ requirement on monthly bases and share the same with the Medical Officer and HMIS Officer
  • Ensure that all data related to indicators for all respective health and nutrition program grants is configured appropriately into COMET/DHIS2/ONA systems.
  • Conduct on-site routine data quality audits at facility and community levels adhering to data quality audit guidelines
  • Cary out any other duties assigned by the supervisor

REQUIREMENTS:

  1. A technical degree or equivalent – additional relevant work experience may substitute for education.
  2. At least 2 years of hands-on experience in data entry and analysis with an international non-governmental organization.
  3. Familiarity with Health Management Information System (HMIS) and the DHIS
  4. Good computer skills in MS Office, especially Excel; and Word – with experience in analyzing data.
  5. Basic proficiency and experience with mobile data collection such as Kobo, CommCare, ODK Collect is an added advantage
  6. Ability to rapidly analyze and integrate diverse information from varied sources;
  7. Self-motivated and pro-active attitude with good organization, planning, and analytic skills, including prioritizing work, multi-tasking and attention to detail.
  8. Flexibility and ability to work under pressure and in constantly evolving work environments;
  9. Demonstrated analytical, systematic-thinking, and problem-solving skills are definite assets;
  10. A strong understanding of accountability and proven ability to build Client Feedback Systems
  11. Must be a good team player with a proven track record of good interpersonal relations
  12. Commitment to Continuous Learning – Willingness to keep abreast of new developments
  13. Fluent in English and Somali
