Save the Children has worked in Somalia since 1951 when we set up a vocational school for orphaned boys in Somaliland. From the early 1970s, we have provided emergency assistance when the needs demand. Each year, about 650,000 people benefit from our longer-term development work in Health, Nutrition, Water, Sanitation & Hygiene (WASH), Education, Food Security and Livelihoods (FSL), Child Protection and Child Rights Governance. Youth unemployment remains one of the biggest challenges toward peace and stabilization in Somalia. Somalia has one of the largest proportional youth populations in the world. It is estimated that 73 percent of the Somali population is aged under 30. Within this group, internally displaced youth and young returning refugees and girls are considered among the most marginalized and at-risk groups. Young people from the poorest and most deprived families, especially girls and IDP in Somalia find it challenging to transition to working as they lack the required life skills. Without work, girls are more at risk of poverty, early pregnancy, early marriage, inability to access health care, and unable to invest in their own families, among other factors preventing the realization of their rights.
In order to respond to these needs of young people, Save the Children in Somalia is currently implementing a three-year BMZ funded project aiming at the Economic and Social Empowerment of Youth (EASEY) in Somalia. So, the project will support a number of business-minded youth clients to acquire skills for small business management so that they achieve the future business they aspire through establish their own small businesses. Save the Children in Somalia considers these unemployed an unskilled young people as ‘CLIENTS’. The project will also support youth clients to access microfinance through linking them to micro finance institutes. Save the Children uses it entrepreneurship manual to training youth on business management skills. However, this manual is outdated and needs to develop a complete curriculum including training manual and text material. Therefore, Save the Children is looking for qualified business consultant to develop entrepreneurship curriculum.
OBJECTIVE OF THE CONSULTANCY.
The purpose of this consultancy is to review existing entrepreneurship training manual of Save the Children in Somalia and develop complete entrepreneurship curriculum. The developed curriculum should contain at least two documents; training manual (main text) and facilitator’s guide.
METHODOLOGY:
· Develop detailed action plan and agreed with Save the Children.
· Conduct extensive literature review on best practices for business management skills through studying entrepreneurship training manuals of academic institutes for several countries to ensure the curriculum meet both national and regional standards.
· Review existing entrepreneurships manual based on perspectives of modern business formation and business management practices and hence come up learning approach in the curriculum to equip youth clients for key skills in order to have successful businesses.
· Develop inception report, formats and tools for the review and share to SCI for review and approval.
· Undertake key informant interviews with Save the Children staff and TVET instructors to get a feel for how youth clients learn entrepreneurship. It will also inform development of facilitator’s guidance.
· Undertake Focus Group discussions with a sample of youth to understand their preferred approaches to learning, key areas of interest, knowledge gaps and opportunities for growth.
· Based on the consultations and reviews above, establish context-specific learning objectives for business management skills and sub-skills for each domain.
· Draft the curriculum using finds from desk review, key informant interview and review of the existing training manual.
· Arrange debriefing sessions with key stakeholders on the curriculum design to provide their feedback and validation, including identifying strengths, weaknesses, and areas for improvement
· Share the final reviewed curriculum to Save the Children for final review and approval.
· Develop a comprehensive narrative report with concrete suggestions on implementing the curriculum, including recommendations and tips on gender aspects to consider during the implementation/ facilitation process.
MAJOR DELIVERABLES/OUTPUTS.
The deliverables/outputs of this assignment are:
· Curriculum adaptation workshop
· Entrepreneurship curriculum containing a training manual (main text) and facilitator’s guide.
· A narrative report detailing the experiences and challenges encountered in carrying out the assignment and recommendations for the way forward.
DURATION AND LOCATION OF THE CONSULTANCY.
The duration of the assignment will be 30 working days, excluding Fridays. This consultancy is taking place in Somalia.
CANDIDATE QUALIFICATIONS.
· Master’s degree in Curriculum development or MBA with 8 years of experience.
· University degree in business administration with at least 10 years of teaching experience years instead of Master’s Degree.
· At least 5 years of proven track record of developing training guidelines, training manuals, strategies, or policies related to business management.
· Strong background and knowledge of entrepreneurship/business management
· Have strong interpersonal skills and communication skills.
· Have the ability to deliver quality products
· Computer literate
