About the Job

The Disability and Inclusion Field Officer is the focal person for all matters related to Social -and Disability Inclusion. S/he contributes to the implementation of the Physical Rehabilitation Project (PRP) activities in accordance to agreed objectives and related strategies, particularly in relation to development of the Societal Integration pillar by means of social inclusion and empowerment activities such as sport inclusion, economic inclusion, livelihood programs and education opportunities that ensure inclusion of persons with disabilities in Somalia.

This is a national/resident position based in Mogadishu with frequent travel to Hargeisa and Galkayo.

Duties and Responsibilities

· Supports the PRP social inclusion activities on a national level and liaises with the sub delegations to safeguard coherent and relevant activities in line with the overall social inclusion strategy of the PRP in Somalia and Somaliland

· In partnership with the PRP Manager and relevant service providers, develops and implements strategies for empowerment and inclusion of persons with disabilities (sports, education, livelihood and employment)

· Conducts beneficiary needs assessment and stakeholders mapping and proposes appropriate strategies to improve both the accessibility and quality of services

· Implements OPD and Community Based Organization (CBO) partnership assessment and project proposal evaluation

· Assesses possibilities to facilitate and help Outpatient department OPDs / CBOs to address barriers to inclusion that might be in existence

· Builds capacities of OPDs and CBOs to coordinate inclusion-focused activities at the grass root level

· Assesses ways to carry out developments, information on disability rights and implement advocacy plans by delivering awareness trainings to ICRC, SRCS, OPDs as well as other organizations and/or service providers where needed

· Conducts regular meetings with SRCS, OPDs, Sport Federations and National Paralympic Committee to facilitate inclusive sport events for persons with disabilities

· Conducts trainings and develops projects to improve employability and entrepreneurship for persons with disabilities, including developing selection criteria used to select candidates

· Plans nationwide events to mark the International Day of persons with Disabilities and acts as an advisor for the rest of the PRP team in developing and evaluating inclusion activities

· Conducts Beneficiary Feedback interviews at service providers in Somalia and Somaliland and captures the collected data into specific software to analyze and generate reports

· Facilitates contacts between the ICRC-supported physical rehabilitation centers and health structures and the various organizations active in the area of disability inclusion, including recording or collecting the relevant referral statistics

· Assists the PRP Manager in contacting and organizing meetings with health authorities, OPDs, sport federations or other stakeholders

· Contributes to the national PRP annual planning and budgeting process (Planning for Results) and its implementation

· Plans and coordinates all logistics related to trainings and sports events

· Compiles and provides Medical Activities Database (MAD) data, monthly statistics and social inclusion quarterly reports to PRP Manager

Minimum qualifications and required competencies

· University degree in Public Health, Social work, Project Management or any related field of study

· 4 years’ experience in the field of Social Inclusion or Disability

· Proven experience in research, documentation or learning

· Proven ability to coach and offer capacity building

· Knowledge of disability sports and rights for persons with disabilities

· Strong sense of responsibility and autonomy

· Strong facilitation, presentation and report writing skills**

· Good knowledge of the socio-cultural, economic and political environment**

· Excellent command of Somali and English language

· Computer proficiency especially in MS Office suite

· Flexibility and willingness to travel frequently within the Country
