As the Economic Recovery officer, you will be based in Mogadishu, with regular field visits to Jowhar and various Hirshabelle/ Banadir DRC target locations. Your primary tasks will include interacting with partner community and government organizations in the project locations to ensure the livelihood activities are implemented on time and in line with set quality approaches. DRC is seeking the role holder to possess the thematic food security and livelihood interventions; cash-based transfers, agricultural based Economic Recovery (crop/livestock), graduation models, youth employment schemes, financial inclusion, climate adaptation and disaster risk management, resilience designs and social protection, among the expected area of strength. He/she should at the same time promote DRC’s values through various entry points in the project and preserve staff moral and enthusiasm for the project work.

Responsibilities

Program Development and Management

  •  Develop area Economic Recovery detail implementation plan in close with the Project Support Team Leader and sector staff.
  •  Lead the implementation of area Economic Recovery interventions, including cash-based programming, agricultural programming, livestock, climate change adaptation, disaster risk management and small business development.
  •  Ensure that the food security projects are delivered according to DRC’s and donors’ contractual requirements and that all activities and deliverables are completed within the agreed timescale and budget.
  •  In collaboration with the relevant stakeholders and communities, organize the identification, registration, and verifications of beneficiaries
  •  Closely work with area Recovery Team leader in tracking the project procurement planning and financial forecasting
  •  Ensure that livelihood assistants and partner staff who will be working with you have the required understanding of food security and livelihood technical approaches.
  •  Track area Economic Recovery staff movements in cooperation with area manager, supply chain team and safety team
  •  Collect and analyses market information pertaining to food security and Economic Recovery regularly.

Program Monitoring:

    •  Working closely with the M&E Officer at area, put in place a Economic Recovery sector MEAL plan.
    •  Prepare a detailed implementation plan and monthly/weekly plans and ensure the Economic Recovery team adheres to the plan.
    •  In collaboration with the M&E Officer, regularly gather evidence and data from projects in the field
    •  Participate in the design of baseline, mid-term and end of project evaluations.
    •  Participate in the documenting lessons learnt, best practice and case studies to contribute to sector learning.
  •  Uphold Core Humanitarian standards are taken in to practice throughout Economic Recovery activity implementation.

Representation and Reporting.

  •  Regularly participate food security clusters, Cash working Group.
  •  Participate interagency Deyr and Gu need assessment.
  •  Produce high quality weekly, monthly, and quarter progress reports.
  •  Facilitate liaison with community-based organizations and coordinate with community leaders in identifying target groups for DRC Economic Recovery activities in urban, rural and lDP settlements.
  •  Any other responsibilities delegated by the line manager.

Experience and technical competencies:

  •  Four years of experience in similar position with good understanding on project implementation.
  •  Working with pastoralist livestock communities in development matters, WASH, advocacy and governance, gender mainstreaming, children rights
  •  Community mobilization skills is required.
  •  Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills.
  •  Very good external representation skills and ability and willingness to travel.
  •  Very good written and oral presentation skills.

Education:

Bachelor’s degree in Agriculture, disaster management, Business Administration. Economics, Farm Management/Sustainable Agriculture or another related field.

Languages:

  •  Fluency in written and spoken Somali & English
  •  Arabic is desirable

Conditions.

Availability: 1st September 2022.

Duty station: Mogadishu.

Reporting to: Project Team Leader.

Duration: 4 Month with possibility of extension based on performance and funding.

Contract: This position is graded as Band H2- None Management for qualified national staff and the terms of employment will be in accordance with DRC terms for national staff.

The position is open to National only.
