Overview of position:

  • In April 2022, Somalia concluded its long-awaited parliamentary election. On 26th April 2022, His Excellency (HE) Abdi Hashi was reelected as Speaker of the Upper House & on 28 April 2022, HE Sheikh Ahmed Madoobe was elected as Speaker of the House of the People. After successfully organising the presidential election in a joint session on the 15th & 16th May 2022, the key priorities of the Speakers offices in the coming months include organising & establishing new rules of procedure that guide the work of the individual Houses as well as the collaboration between the two Houses of the Somali Federal Parliament, approving the new Prime Minister (PM) after nomination by the President of the Republic & the new Council of Ministers following the nomination by the new PM’s. Furthermore, both Speakers will need to develop a new strategic plan to guide the development of the two Houses of the Somali Federal Parliament for the next four years.
  • To provide the Speakers’ Offices with necessary technical & legal advice a Senior Legal Advisor with extensive experience in the Somali state building process shall be employed.

Role objectives: Under the supervision of the PM, s / he will be responsible for the following tasks:

  • Acting as Technical Specialist & Legal Resource person to the Speaker of the House of the People & the Speaker of the Upper House of the Somali Federal Parliament.
  • Lead, advise & support the Speaker of the House of the People & the Speaker of the Upper House of the Somali Federal Parliament with the organisation & establishment of the parliamentary committees within their respective Houses.
  • Lead, advise & support the Speaker of the House of the People & the Speaker of the Upper House of the Somali Federal Parliament & lead with the review of the respective Rules of Procedure of the House & the development of Joint Rules of Procedure that will help guide the collaboration between the two Houses.
  • Lead & coordinate activities to support the Speaker of the House of the People in the process of approving the PM nominated by the President of the Federal Republic of Somalia.
  • Lead the coordination, review & support of the Speaker of the House of the People in the process of approving the Council of Ministers nominated by the PM of the Federal Republic of Somalia.
  • Advise the Speaker of the House of the People & the Speaker of the Upper House of the Somali Federal Parliament on strategic matters & lead the development of a strategic plan to guide the development of the two Houses of the Somali parliament for the next four years.

Project reporting:

  • This role works under the supervision of the PM.

Key competencies:

  • Masters Degree in Law or other relevant discipline is required.
  • At least five years professional experience in the filed of constitutional & public administration of law.
  • Demonstrated professional experience in Somalia on legal assistance in the area of state building, including with high level govt. offices is required.
  • Demonstrated experience working with the Parliament is required.
  • Proven experience in drafting & presenting policy option papers on public administration law & constitutional law is required.
  • Computer proficiency in MS Office, Computer literacy skills with standard software is required.
  • Strong interpersonal skills in a multicultural environment, including communication skills & the ability to work independently, as well as in a team setting is required.
  • Demonstrated ability to work under pressure, to adapt to changing work & project circumstances & respond to unforeseen developments in a flexible manner is required.
  • Excellent command of Somali & English language both written & oral is required.
  • Ability & willingness to travel across Somalia is required.
  • Extensive experience in the Somali state building process is required.
  • Ability to lead, build & sustain effective working relationships with subordinates & peers to achieve a common goal.
  • Demonstrated ability to apply good judgement & decision making skills.
  • Capacity for persuasive communication, consensus building & obtaining commitments from Members of Houses & the House Speakers.
  • Strong interpersonal skills & ability to establish & maintain effective partnerships & working relationships with Speakers & Members of the Houses.
  • Proficiency is usage of computers & office software packages.
