Job Title: Emergency Communication and Knowledge Management Manager

Supervisor: Emergency MEAL Specialist

Introduction:

CARE is an organization driven by its mission to overcome poverty and social injustice. Together with its partners, CARE Somalia works with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance. This ToR elaborates the core functions of the Emergency Communications and Knowledge Management Manager for the Emergency Program. The position holder will be an Emergency staff but will closely work with and support the development programs as well as the County Office needs in communication and knowledge management. The position is 100% field-based with the workstation being anywhere in Somalia/land with frequently travel to the areas to provide programs support. This assignment will be for a period of twelve (12) months.

Position Summary:

Reporting to the Emergency MEAL Specialist with a technical dotted line to the Advocacy and Communication Coordinator, the Emergency Communications and Knowledge Management Manager will work closely with project teams to assist, build and support program communication, learning and knowledge management needs. The incumbent will be responsible for enhancing CARE Somalia/Somaliland program visibility among its donor, beneficiaries, partners and the public by producing feasibility and learning materials/contents in compliance with CARE standards. The key qualifications for the position holder include prior experience in multimedia i.e. video filming and editing, graphic design, photography, storytelling and event management.

Key responsibilities:

Communication

  • Work closely with CARE programs teams (Emergency, UYP and RWP) to develop realistic field communications and outreach plans to fulfil program communication needs.
  • Draft and otherwise support the production of high-quality communications products such as situation reports, photos, fact sheets social media content, video and audio and blogs, for internal and external use.
  • Collate anecdotal information to draw human interest stories and case studies chronicling CARE’s successes and lessons learned.
  • Collaborates with CARE Somalia/Somaliland team members around the country to understand and support CARE programs Develop and deliver a clear and effective system for internal communications.
  • In collaboration with the CO Communication and Advocacy Coordinator, support effort to create and implement a thorough communications strategy that supports CARE Somalia/ Somaliland evolving goals.
  • Lead on the translation of material from English to Somali and vice versa
  • Ensure communications products are signed-off according to the CARE sign-off procedures.
  • Other duties and responsibilities as assigned program leads and other SMT leads.

Media:

  • In collaboration with CO Communication and Advocacy Coordinator develop and maintain robust contacts for key local and regional media outlets.
  • Work with regional and global Media and Advocacy teams in bringing together advocacy, media and communication to cover key moments in Somalia/land to influence global attention.
  • Collaborate and support the CO Communication and Advocacy Coordinator in generating newsworthy information and press releases to draw attention to the Somalia/land humanitarian situation.
  • Support the CO Communication and Advocacy Coordinator in preparing, planning, and leading CO-level advocacy missions engaged in international news media to portray the humanitarian situation in Somalia/land.

Branding and Marketing:

  • Develop and coordinate the implementation of CARE’s global branding and marketing guidelines;
  • Advise internal stakeholders including staff, promoting and enforcing brand guidelines, and ensuring and advancing all productions are aligned and consistent with CARE banding guidelines;
  • Determine target audiences, profiles and interests by conducting brand awareness and perception studies, to gather insights from program intervention areas.
  • Plan andset up campaigns in diverse channels using contemporary channels i.e social media Ads and other traditional media including TVs and Radios.
  • enforce the execution of brand and marketing products by ensuring that all productions are made in CARE and donor branding standards.
  • In collaboration with other teams, manage the production of communications products including fact sheets, brochures, report, in print and digital formats, etc.
  • Coordinate and support private printing agencies and act as the main focal point.

Knowledge Management:

  • With support from the MEAL Specialist for the Emergency program and other MEAL units, work on the development of operational guidance on knowledge management and learning tools and techniques based on identified departmental and program needs.
  • Work closely with the MEAL team to develop technical tools and practical guidance on integrating Knowledge Management into the project cycle.
  • Work in close collaboration with program implementation teams in the development of Knowledge Management plans that leverage core technical and programmatic capacity.
  • Enhance team capacity to learn, share, improve, and support project deliverables and future funding opportunities.
  • Support teams in the developing and actioning of strategic learning priorities, learning themes, and/or learning agendas
  • Support technical leads in documenting program successes and processes to guide implementation of the interventions at scale.
  • Liaise with implementation teams on designing, creating and disseminating of publications including case studies, lessons learned, communication materials, and reports.
  • Support the implementation of sector-based learning agendas in targeted CARE programs.
  • Design and help organization of virtual programs and seminars on key organizational learning to expand knowledge exchange in topics. This includes developing Knowledge Management and learning plans.

Required skills and qualifications:

  • Degree in Journalism, communications or related degree
  • Prior experience working in communications on humanitarian or development issues; with experience in successfully supporting the development and implementation of communication and campaign strategies.
  • Fluent in written and spoken English and Somali.
  • Experience with professional DSLR cameras, lenses, and lighting, including.
  • Ability to use different video and photo editing software
  • Experience of collecting and producing communication products, such as case studies and photo stories.
  • Cultural awareness and ability to build relationships quickly with a wide variety of people.
  • Excellent planning, management and coordination skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities.
  • Pay attention to detail.
