1. Introduction

Diakonie Katastrophenhilfe (DKH) is a humanitarian assistance agency in Germany with headquarters in Berlin. It has regional offices in Africa, Asia, and Latin America, as well as country offices in our priority countries, which are responsible for the coordination of aid programs. DKH’s operating model is structured around implementing projects exclusively through a network of local partner organizations. As such, DKH’s core business is partner support and partner strengthening.

On average, DKH supports around 150 projects annually across the globe. Besides humanitarian assistance, DKH also focuses on Disaster Risk Reduction (DRR) and preparedness.

The ToGETHER programme aims to support localized humanitarian action in eight countries, including Somalia. The programme’s overall ambition is to contribute to the reduction of effects of disasters on local communities. To achieve this, the three-year programme aims at strengthening local humanitarian preparedness and response capacities and promoting local leadership in humanitarian action. Programme activities include capacity development and exchange, joint learning and advocacy for better access to humanitarian coordination and funding.

The programme is looking to support the capacity strengthening of the Local Humanitarian Partners (LHPs). In order to sufficiently apply these standards, Project staff & the LHPs staff that are directly involved in the ToGETHER programme. Recently, organization capacity self-assessment was conducted and the purpose of the self-assessment was to assess the organizations’ capacity in different capacity domains. Preparedness and Response was one of the gaps identified during the capacity assessment and taking this into consideration DKH is planning to conduct a workshop on Emergency preparedness and response to appropriately familiarize both Country Project staff and partner staff that are in a different range of experience and professional background. The Workshop is expected to develop a holistic understanding of the rationale and structure of the Emergency preparedness and response Plan.

2. Purpose and objective of the workshop

The purpose of Emergency preparedness and response plan is to strengthen the Local Humanitarian Partners (LHPs) and improve their emergency response and preparedness to man-made and natural disaster as well as humanitarian emergencies, as outlined in output 2 “Institutional and operational Emergency Preparedness, Response and Coordination Capacities of LHP are strengthened of the project”.

The outcome of this workshop will have direct contribution to one of the Indicators in the project: 60% of LHP actively engage in anticipation and/or early warning systems of early humanitarian action.

The objective is to capacitate the Five LHPs with the skills, planning, and resources necessary to respond to emergencies efficiently, effectively, and in coordination with other humanitarian actors in order to assist the most vulnerable affected populations within a 72-hour timeframe: The key objectives of the assignment include:

Ø Supporting partners in understanding their role in Emergency preparedness and response system and facilitating EPRP sharing workshop among LHPs staff

Ø supporting partners in developing EPRP contingency plan, review of identified risk areas particularly aspects such as insecurity, armed conflict, floods, drought, famine, livestock and human disease outbreaks. This entails comprehensive review of the existing literature and systems and making necessary recommendations on the most effective and efficient interventions of improving the capacity of LHPs and the community on effective preparedness and implementation of EPRP.

3. Training Outcomes:

· EPRP for each LHP developed including contingency plan and monitoring matrix for each organization EPP

· LHP being able to demonstrate the capability to implement Emergency Planning Concepts and Metrics

· The plan must be realistic – within the operation mandate and capacity of LHPs**

· The plan must ensure that preparedness and response actions are coordinated.

· The plan must link the LHPs disaster management to its long-term development priorities.

· The plan should be relevant to and applicable to country.

· The plan must be flexible and easy to update as situations change.

· The plan should be linked to the existing coordination mechanism within the administrative unit and the local community

4. Methodology

The assignment will cover the following aspects:

a) Conduct a desk review to collect relevant resource materials that will be required for development of emergency preparedness and response plans and development of a multi hazard preparedness plan.

b) Conduct a capacity building training on community managed disaster risk reduction among LHPs and Country Program Unit (CPU) staff

c) Facilitate discussions by key CPU & LHPs staff for consultation and planning for the review of preparedness plans and development of a multi hazard preparedness plan.

d) Provide technical support in data analysis and development of the multi hazard preparedness plan.

e) Draft clear EPRP focusing on community managed disaster risk reduction in areas of drought, flash floods, armed conflict, floods, disease outbreaks.

f) Conduct a stakeholders’ dissemination and validation workshop of the draft EPRP.

g) Refining the draft EPRP incorporating feedback and comments from stakeholders.

h) Submission of electronic copies of the EPRP to the DKH staff

5. Location and Duration

The training will be conducted as an inhouse (physical) in Mogadishu for 4 days in March 2022. Five days after signing of the contract the consultant will have to provide Diakonie Katastrophenhilfe with a plan for implementing the workshop that will articulate the overall requirements of the ToR, including proposed methodology, work plan with clear timelines, and financial statement.**6. Documentation**

· Simplified summary training report

· Cover page incl. title of the assignment, date, location, commissioning organization, consultant/trainer responsible for the report

· Training Schedule

· Detailed session plan / scenario flow

· Main points of discussion, conclusions, lessons learnt

· Specific recommendations for participating organisations regarding steps to undertake organizationally, and regarding online resources, tools, etc. suitable for their further implementation of EPRP developed

All information shared by participants during the course of the training is confidential. The consultant may not use any data or information received for own purposes, nor share it with others, without the prior written consent of DKH

8. Obligations of stakeholders

8.**1 Obligations of the consultant**

-Provide pro-active leadership for this assignment

  • Inform the DKH in a timely fashion on the progress made and any challenges encountered
  • Collaborate with the DKH in planning and preparing the training and resources
  • Conduct the consultancy as per agreements in ToR and contract, and if modifications are necessary, bring them to the attention of the DKH before introducing any changes
  • Declare any possible conflict of interest before signing the contract
  • Share draft report and integrate the feedback received from DKH

8.2 Obligations of DKH

  • Make sure the consultant is provided with the necessary and required resources as per the ToR and contract
  • Facilitate the preparation and participation of Partners’ staff in the training
  • Share relevant information on participants, priorities, scenarios etc
  • Monitor the performance of the consultant and bring to the attention of the consultant any concerns that may arise immediately
  • Provide oversight in the review of all deliverables
  • Provide timely comments on the draft report

9. Consultants Qualifications

The Consultancy team must have knowledge and experience on disaster risk reduction and Somalia context. The consultant(s) must possess the following:

· At least a degree in Disaster Risk Management and related studies.

· Experience in facilitating a DRR workshop and developing an organizational EPRP will be an added advantage

· Demonstrate a good understanding of South-Central Somalia with practical working experience in such environments and delivering trainings on emergency preparedness and response.

· Experience of effective interaction with local and national NGOs.

· Practical application of cross cutting themes like gender mainstreaming in DRR.

· Commitment, motivation, and excellent communication and training facilitation skills in English is must and Somali is preferably

· Excellent analytical and report writing skills.

10. Budgets

The detailed work plan and total costs of the assignment will be negotiated with the consultant.

11. Selection criteria

Consultants who meet the requirements should provide the following during their application;

· A Technical Proposal detailing the consultant’s understanding of the task, proposed methodologies, tools and deliverables, proposed workplan, and the composition of the consultancy team to be engaged. (10 pages Max) (shortlisted consultants will provide a technical online presentation of their capacity to meet the objective of the assignment)

· A detailed financial proposal

· Updated curriculum vitae that clearly spell out qualifications, experience and 3 references for each applicant

DKH will evaluate the offers and award the assignment based on formal compliance, technical quality, matching with the priorities and requirements outlined in this ToR, consultant CV/experience, and financial feasibility. DKH reserves the right to accept or reject any offer received without giving reasons and is not bound to accept the lowest bidder.
