The Adventist Development and Relief Agency (ADRA) is a global humanitarian organization with a mission to work with people in poverty and distress to create just and positive change. ADRA Somalia belongs to the world wide network, comprised of more than 130 supporting and implementing country offices. ADRA Somalia is seeking to recruit a consultant to conduct End of Project Evaluation in Puntland and Galmudug regions of Somalia.


The evaluation will cover the accomplishment of all the expected results as outlined in the project document and detailed in the annual work plans during the period of implementation. All the project result areas, outcomes and activities stated in the logical framework matrix of the project will be assessed.

The evaluation team will select sample sites from the project region in consultation with relevant stakeholders and using statistically acceptable parameters and ensure that the sample selected is representative of the geographical coverage of the project as well as the target beneficiaries.

Specific Tasks: The specific tasks of the evaluator will be to:

(i) Develop evaluation framework and methodology and refine these with the project team.

(ii) Develop a sampling frame that will be discussed and adopted by the evaluation team.

(iii) Develop the evaluation plan.

(iv) Undertake extensive document review to familiarize with the project.

(v) Critically assess and evaluate all project activities undertaken by the project, looking at the key parameters of achievement of targets, outcomes and lessons learned.

(vi) Conduct field visits focus, group discussions and interviews with relevant beneficiaries, partners and project team members to collect information on various parameters of the evaluation.

(vii) Prepare the evaluation draft report and present the findings in workshops in Mogadishu, Somalia, for key national and international agencies operating in the zones.

(viii) Prepare and submit final report to ADRA in soft copy on email.

(ix) Present the findings of the evaluation to the EU Focal Person in Nairobi, Kenya (or Mogadishu, Nairobi).

The purpose of the consultancy is to generate comprehensive baseline information on the current education services in the project’s implementation locations in Federal Government of Somalia and Member States. The information will inform MYRP education programming in these regions and support implementing partners to understand and monitor the progress and results of their education interventions in the regions.

The overall objective of the baseline survey is to generate baseline data, both qualitative and quantitative, by analyzing it to provide statistical information that will set benchmarks for the project’s take off and provide the overall direction based on the present provision of education services in south central Somalia.

The specific objectives of the consultancy are to:

  1. Generate baseline data that will identify and set benchmarks and milestones in order to reveal the current situation of education service in all the above stated regions and assist project partners to better monitor and measure progress achieved through its education interventions in the regions. The data should cover, the following key sectors: Basic Education, Education in Emergencies, Alternative Basic Education (ABE), Non Formal Education, Teacher Training and MoE Capacity Strengthening. Specific data on access/enrolment rate, quality of education, learning outcomes, relevance of education, internal efficiency at State/Fderal levels, gender equity and equality, protection, disability, community resilience and preparedness among other key parameters, should be compiled.
  2. Conduct a needs assessment for 64 public schools that are being targeted by the ECW MYRP, covering the current status of enrolment, infrastructure, learning and teaching force, learning resources and curriculum, extra-curricular activities etc.
  3. Conduct an assessment of the current capacity of education authorities in the target regions of Banadir, Jubbaland, Southwest, Hirshabelle and Galmudug in planning, delivery and monitoring of resilient education at all levels
  4. Design a monitoring and evaluation framework for the project, which will include contextually relevant set of resilient education baseline tools for use by implementing partners in the life of the project, as well as for adaptation in education baseline surveys in other areas of operation.
  5. Impart education project staff and Ministry staff in the target regions and partners participating in the baseline survey with relevant skills in collecting and analyzing data and effectively reporting on resilient education baseline surveys. This will be gained through training and working together with staff and partners during the consultancy.

i. Possess a BSc or MSC degree in the fields of Social science, international development, advocacy, community development or any other field relevant to the TOR.

ii. Experience in working in countries in Post Conflict Transitions/Reconstruction will be an added advantage.

iii. Experience working with civil society groups, women groups, and youth groups is an advantage.

iv. Experience in the evaluation of technical assistance project, preferably, particularly those under the civil society portfolio);

v. Fully conversant with the principles and working methods of project cycle management, EU aid delivery methods, knowledge of the activities of multilateral development donors will be an added advantage;

vi. Solid knowledge of, and practical experience with gender analysis and planning;

vii. Full working knowledge of English and excellent report writing skills

viii. Competence and adequate experience in the use of qualitative and/or quantitative methods of data collection and analysis including sampling, disaggregation of data, structured and semi-structured interviewing, focus group discussions, and observation and triangulation research methods.

ix. Ability to interpret and analyze complex qualitative and quantitative data, and to present findings and recommendations concisely.

x. Excellent inter-personal communication skills including experience of facilitation and presentation.

xi. Ability to work equally well with communities and international organizations.

xii. Knowledge and sensitivity to political and social contexts of Somali communities.

xiii. Experience in post-war region/ fragile states, while experience in Somalia would be an advantage;

  3. Technical Proposal (maximum seven pages) interpreting the understanding of the TOR, detailed methodology of executing the task, as well as draft evaluation framework and plan.
  4. Financial Proposal: The financial proposal should provide cost estimates for services rendered including daily consultancy fees excluding: accommodation and living costs; transport cost; stationeries, and supplies needed for data collection; costs related to persons that will take part from partners and government authorities during evaluation process, enrichment workshop. The financial proposal should also provide cost estimates for services rendered including daily consultancy fees related to the consultant and/or associate consultant who will take part in the final evaluation of the project. Data collection and data processing costs are on the account of the Consultant. The Consultant should also use his own computer.
