Trócaire has been working in Somalia for over 25 years and established an office in Gedo in 1991. In Somalia, we implement projects directly and collaborate with local communities to deliver Humanitarian programs in the following sectors.

Background and rationale of the project

While climate change is a global phenomenon, drought-affected rural Somalis embody the global climate emergency; with farmers and pastoralists being at the frontlines of global climate change. Somalia is very susceptible to climate change and extreme weather events and its population is highly vulnerable to its effects including loss of livestock, crop failure, food and water shortages, hunger, malnutrition, as well as disease. Despite contributing to just 0.08 per cent of global emissions, Somalia is ranked among the most climate vulnerable countries in the world and is ranked among the highest in terms of gender inequality – ranked sixth globally with an index of 0.776% . Somalia has a land area of 637,660 square kilometers, but only 1.6% of the land is arable; 0.04% of the land area is cultivated with permanent crops, with most of the land (approx. 470,000 square kilometers) left for permanent pastures.

Building on ongoing interventions, and in line with Somalia National Adaptation Programmed of Action (NAPA), Ireland’s International Climate Finance Roadmap, and Trocaire’s global strategy, the project will be hinged on adaptation and resilience. The project include activities that promote human development by supporting locally led initiatives, reinforce sustainable practices that improve food production, encourage knowledge exchange on climate change, employ suitable approaches for Disaster Risk Reduction, and promote the use of clean energy. Overall, within an integrated framework, the action will drive equitable access to basic services (specifically food and livelihoods, water and energy) by diversifying energy access options; and foster natural resource management (including water management), and disaster preparedness options.

The overall objective of the program is to build household and community resilience to drought and other related risks climate change and environmental degradation in Somalia.

The existing women and girls at the Safe Spaces will be supported to develop business plans based on the alternative livelihood options which are more sustainable and climate resilient (e.g., tailoring, henna). 90 women will be grouped (between 6-8 women per group) into 12 groups and receive training on entrepreneurial and business skills; they will then be supported to come up with business plans for business ideas that are viable within the context. The 12 groups will be provided with start-up grants/kits to set up businesses aimed at reducing the vulnerability of the women (and their households[1]) to climate shocks and prevent GBV prevalence tied to susceptibility to climate change. The skills provided will have no negative effects on the environment (women will be encouraged to stop cutting for trees for firewood and use other option of gas cookers since they have sustainable capital) and limit the negative effects of climate change: And the women will be better equipped to maintain their livelihoods, adapt to a changing climate, and make decisions at a household level. Gender and age-appropriate discussion sessions will also be conducted to avoid any backlash from the community (specifically, partners and community structures). The protection team will hold learning and cross learning events for women and girls and conduct Post distribution monitoring to assess the impact of the activity.

OBJECTIVE and SCOPE OF THE ASSIGNMENT

The objective of this training is to equip women and girls with entrepreneurship skills that allow them to

develop business ideas and start businesses with the local counterpart.

Training of selected students under the Skill building activities is ongoing for 90 women and girls. The students have already selected their courses of choice and are halfway through the skill building trainings. At the end of this training, the students will be supported with appropriate basic equipment that will be a steppingstone to be their own entrepreneurs. As part of capacity building of the students to be self-employed, training on entrepreneurship has been planned to provide some guidance to the students.

On completion of the program, all participants will:

  • Be able to identify and develop different business ideas.
  • Be able to conduct assessment and select a feasible business idea.
  • Receive grant to start and improve the business.
  • Be able to address the most urgent need for business management.
  • Trained participants will be able to utilize their entrepreneurship skills to start their business.

SPECIFIC TASKS AND RESPONSIBILTITIES

The specific objectives of this consultancy are.

  • Prepare an inception report and training program which should include business planning, marketing, and basic bookkeeping.
  • Prepare session plans and handouts.
  • Deliver the training through participative methodologies.
  • Support the training participants to identify and develop potential business ideas through.

  • Write draft and final reports – Include follow-up and implementation schedules as per provided report format.

DELIVERABLES

  • Submit a detailed proposal, including budget, work plan and training schedule.
  • Train 90 beneficiaries on entrepreneurship and Gender and age-appropriate discussion series.
  • Provide an inception report and training plan
  • Draft Report – A draft report for the training covering key findings, conclusions, recommendations and lessons for the current and future operations. This will be reviewed by Trócaire for initial feedback.
  • Final Report – The final report (max 20 pages, excluding the preliminary pages and annexes), will coshort executive summary (max 3 pages) and a main body of the report covering the background of the training
  • The final report will be submitted one week after receipt of the feedback. (One in pdf version and the other in Microsoft word).

Trocaire’s role in the documentary:

  • Review and approve the work plan, including schedule for training, timeframe and approach to be used; Provide reference material.
  • Provide feedback when and where necessary.
  • Invite participants and organize the training venues.
  • Meet the relevant costs related to the training, as agreed in the contract upon approved offer.
  • Facilitate all required travel arrangements for the Consultant and trainees.

EXPERTISE REQUIRED

Trócaire Somalia seeks to engage the services of qualified and experienced consultant with the following qualifications and experience.

  • Have minimum degree in Economics or Business management.
  • Certified training of trainers
  • Capacity to train people with low academic qualifications
  • Over 5 year’s training –informal and formal
  • Experience in working with other international organizations.
  • Knowledge of the local context and language in Somalia
  • Additional experience in development communication will be an added advantage.

TIMEFRAME

The assignment is expected to take approximately 12 calendar days from the date of signing the contract, with approximately 5 days’ field travel and work.

A draft guide of activities includes:

  • Preparation and inception report – 2 days
  • Travel to and from Luuq: 2 days
  • Training of the participants –5 days
  • Reporting – 3 days

INTELLECTUAL PROPERTY

All information pertaining to this project (documentary, audio, digital, cyber, project documents, etc.) belonging to the client, which the Consultancy firm may come into contact within the performance of his/her, duties under this assignment shall remain the property of the Client who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used without written permission of the Client.

REMUNERATION

The Consultancy firm’s payment shall be based on the financial proposal developed for this consultancy.

Payment shall be made in three instalments of,

  • 35% down payment upon signing contract, invoice and following approval of the inception report by Trócaire
  • 40% Upon review and approval of final pieces of work and receipt of draft pieces
  • 25% final payment upon receipt by Trócaire of the final outputs that meet expectations for quality, including photographs, accompanying information and all raw materials.
