Overview of Position

  • A Transitional National Government (TNG) was established in Somalia in 2000. About a decade later, in 2012, the Federal Government of Somalia (FGS) was formed. Along with the international community, the FGS has driven a rebuilding process of functioning government institutions and frameworks. Following the 2016 electoral process, Somalia entered into a second political cycle and with a new three-tiered federal system of the FGS, Federal Member States (FMS) and district level administration have attempted to re-establish a presence of the State on the territory. Somalia is developing modernized institutions, with the aim of restoring services to a struggling and distressed population. However, this requires the government to perform key functions despite a lack of structure, resources, and limited management and leadership capacity.
  • At the London Somalia Conference in May 2017, a New Partnership for Somalia (NPS) was established to facilitate the implementation of the Somalia National Development Plan (NDP). Principles to guide the development of affordable, accountable, and acceptable Somali security institutions were endorsed and the Somalia Security Pact (SSP) adopted detailing features of the Somali National Army (SNA). The Somali Transition Plan (STP), adopted a year later, outlined the conditions and milestones for a progressive transfer of security responsibility to Somali security institutions, from a situation of insecurity and dependence on the African Union Mission in Somalia (AMISOM) to one of taking responsibility for protecting their citizens and maintaining security.
  • The transition puts additional pressure on the FGS to constitute a more modern armed force. Additionally, although in recent months the SNA has managed to lead operations through better coordination with AMISOM & strong support from international partners, the SNA still suffers from significant shortfalls. One of the biggest challenges the SNA still faces is the lack of military infrastructure & non-lethal equipment e.g. vehicles and communication equipment. Without adequate resourcing, the whole security transition is put at risk. As AMISOM gradually withdraws from the country, and the SNA gains more ground, the establishment of a well-equipped and capacitated SNA will go a long way in meeting the objectives of the STP. SNA2 is a response to address the existing resource gaps, in terms of ground transportation, communication, and infrastructure.

Role Objectives

  • Under the overall guidance and supervision of the Senior Project Manager, the incumbent will be responsible for delivering camp management services for the General Dhagabadan Training Centre (GDTC) in Mogadishu, Somalia. The purpose of this position is to manage the camp and related facilities, to maintain them in good, usable, and hygienic condition – meeting the required workplace regulations and health and safety standards – to support the performance of end users and operations, whilst providing appropriate quality of life.
  • The Facility Manager ( FM ) will be responsible for the comprehensive and timely local management of provision of facility management services in GDTC as established in the agreement/s between Our client and stakeholders. The FM is responsible for the day-to-day local operations of the camp and facilities under his/her purview. As the customer service focal point for the camp, the FM is to have a thorough understanding of the terms, conditions, and respective roles & responsibilities of the partners, stakeholders, and contractors to ensure efficient provision of the agreed facilities management services.
  • At the local level, the FM delivers on-site leadership to camp service teams; manages service delivery, resources, personnel, equipment, local communications, and stakeholders; and ensures quality and performance management and reporting. S/he will manage all human and material resources assigned to GDTC facilities, whilst determining the operational needs, as well as priorities required to efficiently provide the facilities-management services. The FM will coordinate the day-to-day management of the goods & services acquired through running costs for the facility allocated in the project. S/he will ensure that supplies provided meet the needs of the client. Additionally, s/he will periodically inspect the facility, for physical problems, collect & analyze related data and advise the team in order to facilitate any adjustments needed. Since the maintenance of the camp and facilities will rely on a number of external suppliers for its successful delivery, the FM will be working with firdeadlines. The FM shall perform, under the ultimate responsibility of the PM, the following duties and responsibilities:

1. Stakeholder Management

  • Establish a solid and fluid working relationship at the local level the with client, key stakeholders, and facility end-users
  • Coordinate with the PM on issues that may impact the achievement of the project’s outcomes
  • Support the PM on issues of sustainability and maintenance (including post project).

2. Facilities Management

  • In close partnership with the relevant GDTC personnel, manage daily operations and assess/solve operational needs through laid down procedures
  • Develop and maintain facility maintenance plans and communicate to the PM any deviations from such plans
  • In close partnership with the relevant GDTC personnel manage the attainment of agreed deliverables, including the overall progress and use of resources and initiation of corrective action where and when necessary;
  • Lead in collaboration with the Procurement Unit and GDTC counterpart to review product quality and ensure products are accepted
  • Lead and manage directly, through appropriate delegation of tasks, all related activities connected with the implementation of the camp & facility management services. Including but not limited to, the following:
  • Facilities maintenance and repair;
  • Production of accurate site plans;
  • Carrying out a ‘Condition Survey’ to assess the general condition of the site;
  • Produce, as requested, short-term, and/or long term ‘Planned Maintenance Programme’ (PMP) including cost estimates
  • Ground maintenance including gardening, landscaping and weed control
  • Pest and Vermin control
  • Indoor and outdoor cleaning
  • Maintenance of mechanical plant and equipment
  • Catering and food storage
  • Cleaning and laundry services
  • Bulk liquids (e.g. water)
  • Customer support help desk
  • Electricity provision and generator maintenance
  • Air conditioning
  • Maintenance of ablutions
  • Wi-Fi and communications provision
  • Solid and liquid waste management and disposal (garbage collection and disposal services)including management of dump sites
  • Minor repairs or general handyman services upon request and any other tasks established in Agreements
  • Liaise with services providers and monitor (including the review of performance through KPIs) the implementation of the contracts of external suppliers for the delivery of the above services and advice on, and negotiate if required, the improvement of the said contracts;
  • Keep a record of payments related to the running of the facility

3. Supplies & Contracts Procedures

  • In close partnership with the relevant GDTC personnel, receive supplies & ensure that these are inspected for compliance with specifications;
  • Prepare Receipt and Inspection Reports (RIR) for all incoming equipment and supplies
  • Ensure that Delivery Notes/Certificates are properly signed, recorded and maintained/filed
  • In close partnership with the relevant GDTC personnel, manage the supplies and ensure that they are maintained to meet health and safety standards
  • Ensure that all logistics actions are conducted as required according to Our client Financial Rules and Regulations, applicable policies and procedures, as well as the highest degree of personal and professional ethics
  • Review the consumption of supplies, and ensure no wastage
  • Maintain inventory records — manage stocks and perform periodic analysis and forecasts
  • Anticipate additional orders & advise the project team well in advance of required deliveries
  • Monitor running costs of the Facility in relation to the supplies provided through the project
  • In liaison with the relevant GDTC personnel (and suppliers), check that agreed orders are filled satisfactorily and follow up on any deficiencies
  • Manage supplier contracts, track expenditure and apply performance management techniques to monitor achievement of agreed service levels
  • Promptly communicate required financial obligations to ensure that tasks are implemented and payments to contractors are received on time
  • Follow up on queries regarding suppliers payments (in coordination with Our client Project team).
  • Work with GTDC staff and EUTM in the management of supplier contracts and contractors in the implementation of the GDTC contracts under the project
  • Respond to any emerging needs in close partnership with the relevant GDTC personnel.

Further Information

  • A minimum of eleven ( 11 ) years of progressive experience in facilities management in complex or large operations, including substantial experience in contract management, is required.
  • Proven management and leadership skills appropriate to a large and diverse staff/personnel.
  • Knowledge of the UN system and familiarity with UNOPS procedures is an advantage.
  • Experience of working in conflict or post-conflict environments is highly desirable.
  • Ability to meet tight deadlines and work independently without supervision is an asset.
  • Experience /knowledge of Google Suite is an asset.
