The Finance Manager will be responsible for all aspects of financial management and compliance, for both with Somali Relief and Development Action (SRDA) internal policies and procedures, as well as with all donor regulations. He/she will directly oversee finance management, budget tracking, project burn rates and accurate cost allocations. He/she will liaise with key finance staff and other stakeholder both in the field offices and headquarters. He/she will also liaise with SRDA program staff regarding donor regulations, donor compliance, and budget preparation for new projects that expand and enhance the multi-year portfolio of SRDA. Finally, he/she will support compliance and due diligence and tax laws.

ESSENTIAL JOB FUNCTION

Team Management

  • Oversee daily management of the finance/accounting staff in main and field locations.
  • Train, mentor and support the finance/accounting officers in head and field offices for the day-to-day accounting functions, including answering daily questions, training new hires, making field visits, defining individual development plan and work plan, etc.

Daily Accounting Responsibilities

  • Approve and post transactions in the accounting system (Payment, payroll, reconciliation…)
  • Perform financial review of Payment Vouchers, Purchase Requests, Advance Requests, Expenses Reports and Payment Requests
  • Oversee Cash Management, daily cash count, and cash balance monitoring
  • Oversee bank account management: bank accounts opening and maintenance, authorized signatures, cash balance.

Finance Management:

  • Ensure strict adherence to all SRDA rules, regulations, and procedures in regards to office accounting and grant accounting, including internal financial controls.
  • Maintain full compliance with all SRDA Financial Policy for finance.
  • Prepare timely and accurate financial reports for partners and donors on monthly closing, by means of the monthly cash book, vouchers, and invoice authorizations.
  • Prepare monthly, quarterly, and annual financial reconciliations, as and when required.
  • Liaise with both Operation and Program Director for daily, weekly, and monthly cash counts.
  • Assist the Executive Director with timely and accurate bank transfers, in support of cash flow and office liquidity.
  • Support the Executive Director through the weekly tracking of office running costs, and the inputting of accurate cost estimates during the process of budget development for new grant applications.
  • Maintain strict control over the office safe, including deposits and withdrawals.
  • Facilitate the timely and accurate payment of salaries to the national office staff.
  • Ensure that all compulsory tax payments are paid on a timely and accurate basis to the Government of Somalia.
  • Review all office procurement for compliance with SRDA and donor finance regulations.

Compliance Monitoring

  • Assist the Finance and Program team for Compliance/Reporting in the financial review of purchase orders and contracts to ensure compliance with SRDA and donor policies and procedures, Project Budgets, and in responding to audit inquiries and requests for financial information.
  • Set up and monitor the Finance Dept.’s central files for the current month operation, including Vouchers files by batch, journal entries and all monthly closing documents (following filing guidance).

KNOWLEDGE AND EXPERIENCE:

  • Three or more years of finance management experience, including budgeting and grant management
  • A university degree in finance, accounting or a related business field is required.
  • 3 years’ experience in the Finance Department of a NGO at mid to senior management levels.
  • Strong Accounting & Reporting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet
  • Familiarity with major international donor rules preferably USAID/BHA
  • Advanced computer skills in MS Office programs, particularly Excel and Access.
  • Strong analytical skills coupled with a solid understanding of grant management rules.
  • Excellent oral and written English skills. Somali is a plus.
