The purpose of the Consortium Finance Manager is to be responsible that the financial set up is according to NRC standard and to support programme/project implementation.

Generic responsibilities

  1. Ensure that country set up adhere to Financial Handbook, NRC policies, donor and auditor requirements
  2. Implement NRC’s financial systems, routines and procedures
  3. Maintain overall budget control and monitor cash flows
  4. Management of financial team
  5. Training of line managers and staff with financial responsibilities
  6. Provide regular analysis and reports to the chief of part and PCS Members.
  7. Implement anti-corruption policy

Specific responsibilities

  1. Strategic Financial Management:
  • Oversee coordination of the financial aspects of the multi-state, multi-year, multi-partner programs in line with BRCiS donor requirements.
  • Draw a lesson learned through FWG (finance working group) and coordination with other consortium member working groups.
  • Contribute in MOU development for the BRCiS partnerships.
  1. Funding and Contract Management:

Developing funding proposal and overall contract management for the consortium.

  1. Financial Reporting, Budgeting and Donor Coordination:
  • Review consolidated financial reports, fund requests, forecasts & budget amendments and ensure timely submissions.
  • Monitor and propose measures to manage exchange rate fluctuation.
  • Support the consortium finance coordinator in review and monitoring budgets for the BRCiS consortium projects to support financial stability, efficiency, and value for money.

Generic professional competencies:

  • Minimum 4 years of experience from working as a senior Financial Manager/equivalent Role in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Knowledge of Consortium management is required.
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Solid knowledge of computer software and modern accounting systems
  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience:

  • Knowledge of the context of Somalia
  • Strong coordination/negotiation skills specifically with the ability to effectively coordinate among other partner organizations is required.
  • Knowledge of Contract management
  • Experience of consortium project audits handling.
  • Experience from working in complex and volatile contexts, multi-country disaster preparedness, response, and recovery programming.

Duty Stations: Mogadishu, Somalia

Duration of contract: 12 months, full-time,

Grade 9 in NRC’s grading structure

Travel: Frequent travel to all areas of programme Implementation, with Approx. 20% travel to Nairobi.
