FUNCTIONS
Under the line management of the IMPACT Research Manager, the FSL Specialist ensures the validity and strengthens the quality and efficiency of all IMPACT research cycles in FSL, in accordance with IMPACT’s standards, partner expectations, and IMPACT’s ethos of facilitating an evidence-based response. In coordination with the Country Senior Management Team, the FSL Specialist will be responsible for the management and implementation of food security data collection and analysis at the national level and in identified hopspot locations. They will represent IMPACT in the IPC analysis and support in external engagement with the relevant clusters and coordination bodies.
The FSL Specialist will provide technical inputs at all stages of relevant food security and livelihood research cycles, including for secondary data reviews, assessment conceptualization, research design, logistical preparations, training of field staff, supporting data collection teams during data collection, data cleaning, analysis, production of information products, and dissemination of information products, etc. They will be involved in partner coordination, donor reporting, presentations, and will be required to provide input to the strategic development of IMPACT in Somalia. The FSL Specialist will also be responsible for developing and implementing a continuous capacity building program for national and international team members, and (when relevant) for providing trainings to partners.
RESPONSIBILITIES
The primary tasks of the FSL Specialist will include:
- Conduct food security assessments – including assessment design, data collection and analysis, output drafting, and dissemination of findings – which focus on building FSL partner capacity to fill FSL information gaps, primarily those that factor into the IPC analysis.
- Collaborate closely with Public Health Unit workstream leads to carry out rapid assessments. Provide input on FSL mainstreaming into REACH workstreams and assist with FSL analysis across other REACH workstreams, such as the MSNA, HSM and DSA analyses.
- External engagement with FSL stakeholders – clusters, coordination bodies, analysts and implementing partners – to build relationships and support in harmonization of data collection and dissemination, as well as collaboration
- Participate in regular FSL cluster meetings, as well as other relevant coordination or analysis bodies, as needed such as the IMAWG. Share information from these meetings on suspected “hot-spots” as well as information on response gaps with the REACH senior management team and other focal points in various sectors.
- Engage and provide technical support during IPC workshops, including training, planning and preparing REACH teams for the workshop.
- Provide technical backstop for other REACH assessment officers and workstreams regarding correct FSL terminology, methodology, and analysis.
- Ensure the writing of timely and accurate assessment reports and factsheets from collaborative assessments.
- Supporting the development/revision of assessment/programme strategies, reports or new proposals.
- In coordination with the Country Coordinator external representation of REACH with donors, partners and the wider humanitarian community through clusters and sectoral working groups.
- Other tasks as requested.
REQUIREMENTS
- Academic Excellent academic qualifications, preferably including a Master degree in relevant discipline;
- Research skills Excellent research and analytical skills required, including a sound understanding of sampling frameworks and their application, an ability to analyse large data sets, as well as conduct temporal or spatial trend analysis.
- Software skills Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint. Advanced skills in R, SPSS and/or STATA or other statistical analysis software are required. Experience with InDesign an asset.
- Familiarity aid system Familiarity with the aid system and with the research community;
- Years of work experience At least 4 years of relevant working experience
- Experience in the FSL sector IPC experience specifically an asset;
- Training skills Ability to conduct trainings and mentor IMPACT teams and partners on assessment skills;
- Communication/reporting skills Excellent communication and drafting skills for effective reporting;
- Multi-tasking skills Ability to multitask with tight deadlines, on numerous research cycles;
- Level of independence Strong existing ability to work independently in support of colleagues and partners;
- Cross-cultural work environment Ability to operate in a cross-cultural environment requiring flexibility;
- Experience in geographical region Past experience in East Africa is desirable;
- Language skills Fluency in English required, competency in Somali an asset;
- Security environment Ability to operate in a complex and challenging security environment.
CONDITIONS
- For this position, salary between 3’300 CHF and 3’840 CHF monthly (before income tax), etc as well as a monthly living allowance of 300 USD NB – IMPACT salaries are strictly determined by our salary grid depending on the grade of the position and the level of education of staff. A location-dependent security and/or isolation adjustment is then applied as a recognition that some staff are required to work in difficult places where living and working conditions are much more difficult than elsewhere.

- Enrolment in Swiss private pension fund (Swisslife – approx. 9.975% of staff gross salary), health insurance, life insurance and repatriation assistance.
- Flight tickets every 6 months & visa fees covered (in-country travel costs and professional expenses are fully covered).
- R&R after 2-3 months (flight ticket up to 500$ + 200$ of living allowance) if duty station allows.
- Contribution to the luggage transportation: between 20 and 100 kgs, depending on the length of the contract (+ luggage and personal property insurance)
- Annual leave of 36 days per year. Public holidays of the country of assignment. Family/compassionate leave when applicable.
- Predeparture induction – 3 days at IMPACT Initiatives’s HQ in Geneva + one week pre-departure training in ACTED HQ in Paris, including a 4-days in situ security training;
- IMPACT prioritizes the psychological safety of its staff and the health insurance provided covers, among others, up to 1000 € per year of psychosocial counselling fees.
