Selection of a national full time expert in Somalia (Expert2) on VET/Private sector development

Within the frame of the GIZ tender ’Reconstruction of vocational education and training in Somalia’, GOPA Worldwide Consultants Germany is looking for national/ expert (Expert 2) for a total of 15 full time months.

Project Start: August 2020

Project End: November 2021

The contractor (bidder) is primarily responsible for output B of the TC measure “The quality of training opportunities for selected occupational profiles is increased” and contributes also to the objective “The supply of qualified labour covers the demand of the labour market in selected areas of Somalia.”

In the period July/August 2020 to November 2021, the contractor is expected to implement the following sets of tasks (and associated sub tasks):

1) Development of curricula, teaching materials, examination procedures and documents (for the

2) Training of master trainers

3) In cooperation with the master trainers, training and further training of teachers in the new curricula and in the use of the newly developed teaching materials

4) Development of a concept to promote exchange formats for trainees inter states (between countries)

Requested criteria for the selection the national Expert 2 in Somalia

Qualification – Expert 2:

• Education (2.3.1): University degree (diploma/master’s degree) in social, economic or educational sciences
• Language (2.3.2): Fluent in English and Somali
• General professional experience (2.3.3): 7 years of professional experience in the sector vocational training or private sector development
• Specific professional experience (2.3.4): 5 years of professional experience in promoting business start-ups and the training and further training of teaching staff, and here especially in action-oriented teaching
• Leadership experience/management (2.3.5): none
• Regional experience (2.3.6): 5 years of experience in East Africa
• DC experience (2.3.7): 4 years of experience in Development Cooperation projects
• Other (2.3.8): Experience in impact monitoring and fragile contexts
• Soft skills of the team members: Ability to work in a team, Own initiative, Communication skills, Sociocultural competence, Partner- and customer-oriented, efficient action, interdisciplinary thinking

Tasks for Expert 2:

• Support in the conception and implementation of modular training programmes with a practical part for 4 long-term qualifications and at least 2 (numerous) short-term qualifications. Four of these profiles are to be developed at four levels and implemented in the “model vocational schools and in private enterprises, at least two are to be developed or revised only at level one and will be implemented in governmental and/or non-governmental training centres. Special focus on the training measures for master trainers and teachers.

• Planning and control of the missions and support of local and international Short-term experts
• Support for impact monitoring
• Support for regular and timely reporting
