Background

UNDP Somalia is currently composed of four programme portfolios: Rule of Law and Security (ROLS); Inclusive Politics (IP); Resilience and Climate Change (RCC); Economic Recovery and Institutional Development (ERID). Gender and youth are cross-cutting areas of UNDP Programme. All four portfolios are implemented from Mogadishu, two (2) Area Offices in Somaliland and Puntland, with projects level presence in Jubaland, Galmudug, Southwest and Hirshebelle States. UNDP Somalia efforts to promote gender equality and women’s empowerment have been guided by a Gender Equality Strategy to achieve relevant and sustainable gender equality results. Targeted initiatives contribute to reducing existing disparities, whilst strong mechanisms for mainstreaming are part of each of the four portfolios.

The Country Program Document (2021- 2025) is designed to support the efforts of Somalia to achieve the Sustainable Development Goals as articulated in the National Development Plan 2020-2024 (NDP-9). The Country Programme Document (CPD) is aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) in content, structure, and timelines. UNDP Country Programme is contributing to the national development priorities through three interlinked and mutually reinforcing development results, namely: 1. Effective Governance, Inclusive Politics and Reconciliation; 2. Enhanced Security, Rule of Law and Access to Justice; and, 3. Sustainable Management of Natural Resources for Inclusive Economic Growth. These are being achieved through integrated programmatic approaches, with emphasis on sustainable capacity development; gender mainstreaming and women’s empowerment; human rights-based approach; environmental sustainability; humanitarian-development-peace nexus; coherent policy support; local area-based programming; risk/conflict sensitive programming; and partnerships.

 

 

In order to ensure adequate impact of gender mainstreaming and consolidate on an enabling environment for institutional effectiveness to deliver gender-responsive and sustainable results, UNDP Somalia is recruiting a short-term gender advisor to advance the on-going work on the Women Peace and Protection Programme which responds to the Women Peace and Security UN SC Res 1325 in Somalia.

The Gender Specialist shall build close interlinkages with the Gender Equality and Women Empowerment (GEWE) new project. The Gender Specialist will report to the Portfolio Manager, Rule of Law and Security and work on a closely with the Portfolio Manager of ERID to ensure launch of the GEWE joint programme.

Duties and Responsibilities

Scope of Work

Policy Advice and Coordination:

  •  Finalise Gender Equality Strategy and Action Plan for UNDP-Somalia and ensure that gender focus within the country office is aligned with the corporate Gender Equality Strategy (2022-25)
  •  Provide technical advice to ensure gender dimensions are clearly reflected in UNDP’s portfolios and aligned with the priorities of National Development Plan (NDP9), with critical focus on the prevention of violence against women in all its forms
  •  Provide guidance to UNDP portfolios with a sound gender analysis to inform projects/programmes theory of change, identify strategic actions to be undertaken to improve the quality of implementation, achievement of results and reporting
  •  Address gender dimensions within UN’s initiative to strengthen Humanitarian-Development-Peace Nexus in Somalia
  •  Lead the process of Gender Seal attainment by engaging gender focal points from programme and operations units
  •  Support the induction of National Gender Advisor with detailed briefing on on-going and future plans for the Country Office in the areas of Gender Equality and Women Empowerment (GEWE).

Programme Development and Management

  •  Advance the on-going work on the Women Peace and Protection Programme and building close interlinkages with the Gender Equality and Women Empowerment (GEWE) new project
  •  She will represent UNDP’s ongoing work on gender mainstreaming in the different projects in the various internal UN platforms and coordination meetings both WPP and GEWE.
  •  Work closely with the WPP Project Manager and project team prior to representation of the project at any platform.
  •  Support the finalization of multi-year Joint Programme on GEWE and ensure Joint Programme objectives are aligned with the national legislations, policies and strategies;
  •  Provide technical inputs and monitor progress towards expected results for the start-up activities of Joint Programme on GEWE;
  •  Appropriately manage financial resources allocated by UNDP or UN Participating Agencies for the implementation of start-up activities in line with UNDP rules and regulations;
  •  Carry out a rigorous tracking system, in close collaboration with Monitoring and Evaluation (M&E) Specialist and provide regular quality narrative and financial reports
  •  Monitor political, economic and social developments trends and issues affecting women’s rights

Advocacy, Knowledge Building and Knowledge Sharing

  •  Review and document lessons learned and recommendations for policy dialogue, public advocacy and future programming and organize dissemination of learning by engaging Country Office Community of Practice
  •  Participate and represent UNDP at national and reginal levels to advocate for integration of gender equality issues in development agenda
  •  Maintain conducive relationships with UNDP’s partners including donors, government agencies, and NGOs, on matters related to gender equality with a view of ensuring strategic partnerships and strengthening collaboration.
  •  Contribute to knowledge networks and communities of practice at regional and global levels
  •  Act as the focal point for HIV/AIDS programme and represent UNDP Somalia in main activities of the programme.
  •  Organize and conduct of trainings on gender advancement, gender equality, women’s empowerment at national/sub-national levels
  •  Promote South-South and Triangular cooperation to benefit from best practices on gender mainstreaming across portfolios and projects

Reseource Mobilisation

  •  Undertake donors scan and develop resource mobilization strategy for GEWE Joint Programme
  •  Implement agreed upon actions in resource mobilization strategy with inputs from participating UN agencies and national counterparts
  •  In consultation with the Programme Oversight and Quality Assurance (POQA) unit of the Country Office, establish key milestone for receiving donors funds and report back on funds utilization
  •  Advise and prepare meetings briefs for UNDP Senior Management to engage with potential donors in support of the Joint Programme GEWE and Women Peace and Protection programmes.

Required Skills and Experience

Education requirements:

  •  Master’s degree in social policy, public policy, politics, economics, development studies or a related area.

Required skills:

  •  Minimum of 7 years of progressively responsible professional experience, with special focus on addressing the promotion of gender equality, women’s empowerment and human rights protection in crisis and post-conflict countries;
  •  Experience with the Somali Government and in dealing with traditional/conventional Somali legal systems;
  •  Experience working with the UN preferred and good knowledge of UNDP rules and procedures is desirable;
  •  Desired skills in addition to the competencies covered in the Competencies section
  •  Demonstrate an ability to co-ordinate a wide range of inputs and actors within a complex setting is a desirable skill in this assignment.
  •  Strong diplomatic skills in handling government counterpart and donor relations is an asset;
  •  Demonstrate capacity and willingness to work with people of different cultural, ethnic and religious background, different gender, and diverse views.
