Humanitarian needs remain acute in Somalia as result of continued conflict and repeated climatic shocks. An estimated 2.6 million people are internally displaced (IDPs), including more than 500,000 IDPs in Banadir region alone. Despite recent improvements in the food security situation, Somalia is now once again facing a major humanitarian emergency. The 2019 Gu rains season performed poorly and could in some areas completely fail, further jeopardizing the survival and well-being of children. Some 5.4 million are expected to be acutely food insecure by July, including 2.2 million who are likely to be in severe acute food insecurity conditions (IPC 3 and above), a 40 per cent increase from January 2019. More than 1.1 million children will suffer from acute malnutrition in Somalia in 2019, with nearly 220,000 children at risk of life-threatening severe acute malnutrition (SAM).

How can you make a difference?

The Humanitarian GIS/Information Management Specialist will work with emergency focal points within the program sections and field offices.

The key functions and accountabilities for this position are:

  • Information Management
  • Maintain the field monitoring and results management database to track core humanitarian indicators in Somalia.
  • Develop snapshots for internal and external purposes, develop maps to support UNICEF’s programming and that of our partners and build the capacity of the emergency, program and field offices in Somalia to collect, record, collate and analyze data.
  • Provide quality assurance of all field monitoring data and results reporting, including the sitreps, working closely with sections.
  • Using the database and dashboards, identify and report any gaps in humanitarian assistance to the emergency team and sections.
  • Support the design and implementation of UNICEF’s data management strategy
  • Advise and provide technical input to design and implement data collection mechanisms and related analysis to ensure the situation of the most vulnerable children is continuously and strategically monitored.
  • Data analysis and mapping
  • Provide data analysis on survey data and other data received by sections, field monitoring reports and other data inputs. Use this data to support the preparation of regular reports, including the Situation Report and programme analysis as needed.
  • Support the emergency team in the analysis of data and information, and perform data quality and consistency control, ensuring harmonization of humanitarian performance monitoring with the regular programme.
  • Leverage Geographic Information Systems (GIS) for map production and geographic data management while promoting data standards and harmonized management of geographic data / information.
  • Provide Information Management services to support population data management, including population estimation, information flows from established systems, and movement tracking.

To qualify as an advocate for every child you will have…

  • An advanced university degree in the relevant field. A BSC or MSC in computer science or related field such as information systems, information and communication technology, library or geographic sciences, or engineering highly desirable. Education in other areas will be considered with proven and relevant professional work experience.
  • Five years of relevant professional experience, in the field of data and information management systems and data analysis.
  • Knowledge and experience in using Adobe and ArcGIS are highly desirable.
  • Proven technical experience in development and use of innovative technology, particularly in the areas of data, humanitarian performance monitoring, use of mobiles and open source, and training in the related field is highly desirable.
  • Fluency in English is required
