About the Job
The Head of Antenna manages Bardhere Office and its operations in accordance with the strategies, objectives, programs and action plans defined by the head of Office in consultation with the Head of sub delegation.
This is a national/resident position based in Bardhere, Somalia.
Duties and Responsibilities
- Contributes to the analysis of the humanitarian, political and security environment to identify humanitarian needs in the area of responsibility and to the definition of the delegation’s operational strategies and objectives
- Represents the ICRC externally and contributes to building the necessary understanding, acceptance and support of the ICRC amongst the various interlocutors
- Facilitates the collection of protection-related information from the local community and implements the relevant protection activities in coordination with respective departments
- Maintains constructive relations with the Somali Red Crescent Society (SRCS) branch and sub-branches
- Regularly reviews the security situation the Area of Responsibility (AoR) based on his/her own analysis, input from team members and contacts with stakeholders such as authorities, community/clan, elders, and parties to the conflict
- Provides analysis of the security environment and related risks, suggests measures, and supervises their implementation, manages security in the AoR, discussing and involving the line manager in any potential changes in the security framework, and provides sound reporting on the security situation
- Provides regular reporting on the security situation and in case of security incident or event likely to affect staff security, submits an ad hoc and timely written report to the line manager
- Ensures that security rules and procedures are followed by all staff under his/her supervision and those visiting or operating within the region
- Supervises and follows-up of all Administrative, HR and Financial matters of the Antenna and ensures adherence to the relevant procedures
- Supports the Communication department’s missions and initiatives
- Manages and continuously monitors performance for staff working under his/her responsibility
- Provides timely, accurate reports and generates statistical data related to office and operational activities
Minimum qualifications and required competencies
- University degree
- At least 5 years’ professional experience in a senior management or leadership position in a humanitarian environment
- Excellent knowledge of political, security, social and cultural of the assigned environment
- Comprehensive knowledge of and exposure to a wide range of humanitarian assistance, emergency relief and related protection issues
- Proven leadership and management skills
- Excellent, reporting, analytical, negotiation and presentation skills
- Ability to make quick, sound decisions when faced with highly challenging and sensitive matters
- Highly proactive, decisive, and diplomatic individual
- Good understanding of ICRC operations and mandate is an asset
- Experience in managing a multidisciplinary team
- Advanced level computer skills
- Excellent command of English and Somali languages
