Building Resilient Communities in Somalia (BRCiS) is a Consortium of national and international organizations whose objective is to support and guide vulnerable communities in Somalia in building their resilience capacities, in their own ways.
The Consortium was created in 2013 and is now implementing projects funded by three different donors, in more than ten regions of Somalia. BRCiS is committed to adaptive management of its programmes, guided by a strong learning strategy. The Consortium also enforces systematic decentralization of decision making to the field level and the communities, fostering innovation and self-reliance. BRCiS is well into the second Phase of a new four-year cycle. One of the key lessons learned in the 1st phase is that the availability of basic services, especially health and nutrition – is essential to building resilience. Therefore, BRCiS is committed to strengthening nutrition sensitivity as an approach across programmes. As a result, BRCiS is looking to strengthen its health and nutrition portfolio with a Health and Nutrition Coordinator to support the coordination of the DFID- funded Health and Nutrition activities, in close collaboration and coordination with other emergency and resilience activities implemented by the wider BRCiS programmes and other actors in Somalia.

The position advertised is based with NRC, the Consortium lead agency. The BRCiS Consortium Health and Nutrition Coordinator is a member staff of the Consortium Management Unit (CMU) and works for Consortium Members (including AAH, CESVI, Concern Worldwide, KAALO, IRC and Save the Children)

Duties and responsibilities

The purpose of the Health and Nutrition Coordinator role is to support the roll out of the Health and Nutrition Strategy within the Consortium.

Generic Responsibilities;

  • Adherence to NRC policies, guidance and procedures Manage and implement Health and Nutrition component of the resilience and provide guidance to nutrition sensitive interventions being rolled out by Members.
  • Provide technical guidance and standardization of technical approaches, tools, guidelines, assessments, monitoring and evaluation of health and nutrition activities within the BRCiS Consortium.
  • Build BRCiS Members capacity on IYCF, IMAM, and integrated health and nutrition treatment as well as innovative approaches to facilitating community capacity to provide these basic services.
  • Ensure the development and application of appropriate systems for systematic documentation and dissemination of best practices and knowledge gained from implementing the programme, including data collection tools.
  • Support the Members of the Consortium in identifying opportunities for improving the quality and scope of the programme.
  • Support BRCiS Members to ensure programme activities are carried out in accordance with the Sphere Minimum Standards and Humanitarian Charter.
  • Support BRCiS Members to ensure adequate compliance with contractual commitments, monitoring, reporting and acquittal of programme activities in accordance with humanitarian accountability framework, relevant humanitarian standards and essential environmental mitigation measures.
  • Networking, representing BRCiS, and actively participating at relevant coordination meetings, including the Nutrition Cluster, Health Cluster, and NGO Consortium, among others.
  • Facilitate learning through reviews of progress against bench marks, collecting lessons learnt and best practices and facilitating dissemination of the same.
  • Contribute to the establishment and monitoring of an effective supply chain system in collaboration with the Consortium supply chain partners and other Consortium Members.

Specific Responsibilities;

  • Support the Consortium staff to implement the NRC BRCiS Programme Health and Nutrition activities in the Programme area according to international and Somalia-in- country best practice guidelines.
  • Monthly collation and analysis of site level reports and providing feedback to Members on any technical anomalies.
  • Provide ongoing technical support to BRCiS non Nutrition staff implement high-quality health and nutrition lensed interventions.
  • Continuously monitor nutrition activities and outputs, providing regular feedback to Consortium Members.
  • Actively represent the Consortium at all relevant Health and Nutrition meetings coordinated by MoH and Clusters
  • Contribute to the development of innovative ideas in health, nutrition, livelihood and resilience Programme approaches.
  • Identify gaps in skills and knowledge in IYCF and maternal nutrition among other skills topics, among Consortium Members implementing Health and nutrition outcome under resilience Programme and develop them.
  • Contribute to the development and management of an efficient health nutrition supply management system in coordination with the Member tasked to lead Supply management.
  • Conduct Quarterly supervision to areas implementing integrated BRCiS interventions.
  • Biannual development of a case-study on Health and Nutrition within the Consortium in coordination with the Communication Coordinator.

Qualifications

  • Degree in Public health/ Food Nutrition and Dietetics background, with experience of designing and implementing nutrition sensitive activities, and carrying out the relevant assessments to inform those programmes.
  • Minimum 3 years of experience from a health and nutrition project(s) implementation and/or coordination position in a humanitarian/recovery and nutrition sensitive Programming context.
  • Previous experience from working in complex and volatile contexts. Experience in the Horn of Africa is highly desired.
  • Technical health and nutrition expertise in transition/early recovery approaches
    context, including IYCF, CMAM, Mother- to Mother -skills training
  • Documented results related to the position’s responsibilities
  • Demonstrated results with nutrition-sensitive programming, particularly related to any of NRC’s core competency areas.
  • Fluency in written and verbal English and Somali.

Contract period: 12 months with the possibility of extension.

Duty station: Mogadishu, with frequent travel to field offices
