Summary of the program

The action intends to contribute to the promotion of women and girls rights and increase their meaningful and active participation in the private and public sphere to contribute to the reduction of all forms of GBV, with a particular focus on FGM/C in Bari and Nugal Regions of Puntland State of Somalia. The project will be implemented by a consortium of INGOs and NGOs. Cesvi, as a partner, will be in charge of output focused on: Enhancing capacity among health facilities to provide a clinical, psychological and culturally accepted response to GBV survivors

Job purpose

The Health Coordinator develops, leads, monitors and evaluates the assigned health activities within the project. This involves effectively managing and reporting on the project in line with the objectives, timeframe and budget with a focus on health system strengthening, training and coordination. Other important aspects of the role include managing and training primary health care staff to meet international quality standards in health care delivery, encouraging beneficiary participation, liaising with other stakeholders, and anticipating, planning, and contributing to the development of new health project proposals and reports.

Duties and Responsibilities

Health Project Management

  • Provide strong leadership of the assigned health activities, working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local health authorities and local health actors
  • Manage the assigned health activities in order to meet the project objectives within budget and the allotted time frame and report promptly any operational concerns (e.g. projected failure to meet objectives; increased beneficiary needs; projected over or under spending on project budget).
  • Support the project to ensure the adoption/adaptation and use of appropriate reproductive health guidelines, protocols and data collection forms in line with the Health Information System Requirements in Somalia.
  • Liaise with MoH and management of health facilities, as required, to ensure commitment to the provision of health services to survivors of gender-based violence, including sexual assault and rape
  • Strengthening skills and positive attitudes of actors in the formal health system including TBAs and CHWs for providing support and services, including referral of GBV survivors in adherence of the guiding principles and compassionate care.
  • Continuously monitor and supervise the health activities, evaluating progress through outputs and impacts using both quantitative and qualitative data.
  • Provide input into the integration of beneficiary participation in all aspects of the project.
  • Ensure accurate reporting of activities to the Consortium lead and to Cesvi Regional Head of Programme.
  • Ensure the activities are implemented in line with donor requirements and in accordance with Cesvi, donor, country and international standards i.e. Sphere and HAP standards, WHO standards, IASC.

    Financial Management and Logistics

  • In collaboration with Cesvi Admin and Finance staff, manage the budget/logistic for the allocated activities and ensure all expenses are according to budget and meet the Consortium/Cesvi standards regarding financial management, including accountability and good governance.

Communication & Coordination

  • Develop appropriate and supportive communication structures with relevant stakeholders (e.g. beneficiaries, community leaders, government officials, UN agencies and other NGOs).
  • Engagement/meetings/orientation to Health Authorities, head of hospitals and other relevant actors on, national policies on FGM/C, referral pathway coordination etc.
  • Participate in health coordination meetings and other working groups, representing Cesvi and the FREE Consortium and feeding back on relevant issues.

Essential Qualifications

  • Clinical degree (nurse, midwife or doctor), or Public Health degree.
  • Strong working knowledge of English and Somali (spoken and written).
  • Minimum of 3 years’ post-qualification nursing/medical professional experience.
  • At least 2-year management experience
  • Applied technical knowledge in thematic areas of FGM under the health point of view to act as a technical expert
  • Relevant experience training using IASC guidelines on Gender-based Violence and WHO Clinical Management of Rape facilitation guide
  • Knowledge of current trends in addressing social norms, FGM/C prevention and innovations related to addressing harmful traditional practices.
  • Prior clinical experience providing care for survivors of GBV and sexual assault
  • Familiarity with referral pathway coordination and understanding how the health sector contributes to a wider response to FGM/C
  • Experience in the development of advocacy strategies, tools, training and interventions
  • Proven skills in developing and facilitating training on core gender and GBV concepts

Other requirements

  • Familiarity with the following materials; any relevant MoH guidelines, the WHO guideline on reproductive health training; IASC’s Minimum Initial Service Package (MISP) including PSS
  • proven experience in GBV, prevention and response programming, including assessing GBV interventions;
  • Ability to manage project implementation.
  • Knowledge of humanitarian principles, Sphere and HAP Standards.
  • Able to prioritize clearly, oversee multiple tasks, set clear objectives for staff and delegate
  • Creative, open-minded, flexible, self-learner. Team-player with good inter-personal skills.
  • Strong commitment to improve quality of health service provision for women and girls, and for survivors of sexual violence in particular FGM/C
  • Capacity to lead and motivate teams
  • Flexibility and adaptability
