Job Purpose

Concern Worldwide is an international non-governmental humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. The Health and Nutrition Project Coordinator is responsible for overseeing quality implementation of activities at the stabilization Centre of Banadir Referral Hospital in Mogadishu. This includes the day-to-day support, mentorship and clinical leadership of MoH staff. The post holder will also support the Programme Manager to provide technical guidance and support across all Concern’s health and nutrition interventions within Somalia. This position is based in Mogadishu with occasional travel to Concern’s other operational areas within Somalia per need.

Main Duties & Responsibilities:

Responsible, with H&N PM’s support & supervision, for the day-to-day implementation and management of UNICEF and DFID SHINE Supply supported projects at the Stabilization Centre of Banadir Hospital.

Able to provide technical oversight as per requested by the Program Manager in other Projects as necessary

Able to generate high quality program activity reports and closely follow up to the assigned Project progress.

Capacity building of staff at Banadir Stabilisation Centre

  • Through day-to-day oversight, support the Health and Nutrition Programme Manager to ensure delivery of a quality service by MoH staff in the Stabilization Centre at Banadir Referral Hospital.
  • Support identification of capacity building needs and lead roll out of capacity building activities (training/mentoring/coaching/peer-to-peer learning, etc) of health workers at the stabilisation centre at Banadir Hospital, Somalia
  • Provide regular and routine on-the-job mentorship to health workers staff at the stabilization centre and other wards in Banadir Hospital
  • Develop and implement a clinical competency assessment tool for clinical placements of staff at the stabilisation centre in Banadir Hospital
  • Support in improving the referral from outpatient therapeutic sites of children suffering from medical complications of severe acute malnutrition.
  • Contribute to strengthening technical capacity of Concern’s health and nutrition team within own area of expertise, through direct training, mentoring and supportive supervision.

Programme Implementation and Development

Ensure timely and accurate payment of monthly incentives to MoH staff at stabilisation centre, maintaining records in compliance with Concern and donor requirements.

Lead on the management of nutritional and other supplies for the stabilisation centre, developing the capacity of MoH staff at Banadir hospital in stock forecasting and management.

Liaise closely with the Management at Banadir Hospital in identifying and implementing quality improvements in service development at the stabilisation centre, Banadir Hospital.

Support downward accountability in the health and nutrition programme; promote feedback including the Complaints & Response Mechanism

  • Contribute to the development of Health and Nutrition related Concept Notes, proposals and budgets as needed, ensuring lessons learned from previous experiences are factored in.
  • Contribute to development of detailed procurement plans and liaise with logistics, finance and other departments as required to support timely and efficient meeting of needs.
  • Under Programme Manager’s guidance, monitor project expenditures on a monthly basis and flag up areas requiring action.

Implement mortality audits for the stabilization centre, ensuring the provision of an evidence trail for follow up on all remedial actions identified through audit.

Oversee the “daily ward rounds” within the stabilization centre ensuring appropriate documentation of all clinical decisions for children treated there

Support the Programme Manager to develop clear monitoring plans; ensure that all agreed programme indicators are monitored and quality data collected on a regular basis.

Provide technical support and advice to MoH staff in HMIS/ONA/Nutrition cluster monthly reporting; review and interrogate monthly submitted data.

Collect (and/or support others to collect) and compile all required monitoring data in a timely manner

Facilitate joint quarterly supportive supervision between Concern, Hospital management and the Regional Health Management Team.

Work with Concern’s MEAL team to devise and participate in Health and Nutrition surveys, periodic assessments, beneficiary interviews etc. as required during programme implementation

  • Compile and submit weekly and monthly reports to the H&N PM, in the required formats and in a timely manner.

Representation

  • Work closely with management and MoH staff at Banadir Hospital
  • At request of H&N PM or Coordinator, represent Concern at Health and Nutrition Cluster and other relevant coordination meetings in Mogadishu.**
  • Ensure close communication and collaboration with institutions and organisations who refer children for in-patient treatment at the stabilisation centre in Banadir Hospital.

  • Other tasks as may reasonably be requested by the Health and Nutrition Programme Manager and/or Coordinator.

Person specification:

QUALIFICATION AND EXPERIENCE:

Educated to degree level in Medicine, preferably with a post graduate qualification in nutrition/public health

Recognized training/qualifications in nutrition studies

Experience and Skills

Essential

At least 3 to 5 years’ clinical experience within humanitarian/hospital setting, including two years specific to nutrition within Somalia

Strong team and personnel management skills.

In-depth knowledge and significant experience implementing nutrition programs including management of Stabilization Centers and approaches including IMAM and IYCF and implementing behavior changes

Experience in teaching/coaching mentoring staff within the clinical/ health facility setting

Proven interest in learning and capacity development, of self and others.

Good writing and presentation skills, including experience of proposal writing, narrative reporting and financial/ budget management.

Fluent spoken and written English and Somali

Computer skills including MS Word, Excel, e-mail, internet.

Desirable

Experience working with health systems at different levels.

Familiarity with quantitative and qualitative monitoring and evaluation tools and approaches, including SMART surveys, focus group discussion, etc, and ability to conduct data analysis.

Required Competencies

Strong inter-personal skills and demonstrated capacity to relate well to actors at community and senior levels and from all backgrounds.

Experience of working in complex, insecure environments (at least 2 years).

Strong leadership competencies; proven management and team building strengths.

Ability to work under pressure, meet deadlines and take initiative.

Flexibility, including willingness on occasion carry out additional duties and tasks as required, to adapt to a changing operational environment.

Innovative and pro-active with a positive attitude

Familiarity with and commitment to demonstrating Accountability at all levels
